My client, a tier 1 Blue chip company in the energy sector, is striving to meet the growing global demand for safe, sustainable, and affordable energy and as such, plan to become a leading player in offshore wind.
They seek to recruit a Cost Engineer to work on international projects at all stages of planning, alongside experts from consultancies, contractors, government entities and other stakeholders.
This is an exciting and dynamic project environment, which will include being involved in competitive auctions (for seabed leases and power offtake agreements), tenders and Merger and Acquisition (M&A) opportunities. Quite simply, you will be part of the biggest transformation in the energy industry.
Assessing the full Levelized Cost of Energy (LCoE), you will support the OFW Engineering team to make well-informed technical and execution decisions, leading to optimized and competitive developments. The role will include generating deliverables in accordance with the estimating procedure and guidelines, interfacing with internal and external stakeholders, performing quantitative risk analyses and benchmarking.

Role Responsibilities
- Participate in the preparation of the work breakdown structure and ensure understanding of the full project scope across all project stages
- Develop/coordinate cost estimates—ranging from early screening through to detailed FID Estimates—ensuring a full understanding, and clearly documented basis, for the technical scope, pricing and execution plan
- Prepare cost estimating plans, basis of estimate, benchmarking and other supporting materials for independent project reviews
- Coordinate other inputs, such as wind energy yields, to enable an ongoing assessment of project LCoE
- Review and validate contractor-developed cost estimates, ensuring consistency against requirements, prior to integration into the project cost estimate
- Participate in contract tender evaluations and perform cost normalizations
- Evaluate project risks, opportunities and uncertainties and apply appropriate deterministic or probabilistic (e.g. Monte Carlo) techniques to inform contingency levels
- Support the benchmarking team with internal and external cost benchmarks, used to demonstrate the competitiveness of the project
- Provide key cost inputs to stage-gate FMs and auctions/bids
- Support the development of Offshore wind databases, tools and cost models
Role Requirements
Essential
- Extensive experience in cost estimating within offshore wind projects
- Experience of work in a multi-project environment and handling several work-fronts consecutively
- Ability to manage a team of estimating resources (owners and contractors)
- Ability to produce quality written reports and summary presentations
- Experience in the preparation, analysis and presentation of capital cost estimates to management and stakeholders
- Experience of working alongside Procurement on bid evaluations
- Great interpersonal skills
Desirable
- Project management accreditation
- Technical expertise in electrical/transmission facilities
- Knowledge of offshore wind manufacturing, construction and installation methodologies
- An understanding of offshore wind regulations
- IT skills such as database setup, coding and analytics
