DATA MANAGEMENT LEAD

JOB PURPOSE
Plans, supervises and leads the activities of Technical Data Management systems. Ensure the development, maintenance and enhancement of the client Engineering Information Management System (AEIMS) to provide fast information retrieval, document control and system integration with Materials and Maintenance systems and associated applications.
Plan, supervise and coordinates various discipline draughting resources to support discipline draughting requirement.

JOB PURPOSE
Plans, supervises and leads the activities of Technical Data Management systems. Ensure the development, maintenance and enhancement of the client Engineering Information Management System (AEIMS) to provide fast information retrieval, document control and system integration with Materials and Maintenance systems and associated applications.
Plan, supervise and coordinates various discipline draughting resources to support discipline draughting requirement.
KEY ACCOUNTABILITIES
- Reviews technical drawings/data for documents that are to reside in Central Records Office, Library and Archive.
- Maintains control over the technical documents down loaded onto the AEIMS computer system and distribution of hard copy data to user groups.
- Collects and compile data such as Engineering information and other facts that division/management need to know for better decision making.
- Identifies potential risks to the security of data and find solutions to ensure data storage system integrity.
- Attends to engineering technical queries from user groups and retrieve documents manually and/or using the AEIMS computer database.
- Maintains day-to-day contact with user groups on all matters relating to the control and update of technical data.
- Recommends improvements to work routines and system enhancement for the control of technical records.
- Liaises with Information Technology Division and provides constructive ideas and suggestions for the development of technical data management.
- Develops procedures and work instructions for the efficient and systematic control of technical records.
- Participates in development of engineering data management procedures for ensuring the requirements for documents handover and technical data capture resulting from projects and modifications to LNG plant are compatible for integration in the system.
- Provides professional advice and training in the use and application of AEIMS and related Engineering and Technical Services Division system.
- Controls the allocation and change of User password security, assigns appropriate access and levels of access to Users of the AEIMS.
- Represents Engineering Data Management at meetings with Company/Contractor on Project Document requirements.
- Manage discipline draughting resources in support to various discipline draughting requirement

- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
- Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control

- Implement approved Section / Department policies, processes, systems, Quality standards and procedures in order to support execution of the Section’s / Department work programs in line with Company and International standards.
Performance Management
- Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.
Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and Code of Practices.
Reports
- Provide inputs to prepare Section MIS and progress reports for Company Management.
COMMUNICATIONS & WORKING RELATIONSHIPS
Internal
- Daily direct contacts with all teams on LNG. Has regular contact with Information Technology Division on a routine basis.
- Occasional contact with Head Office regarding technical systems application and procedures.
- Keeps contacts with outside firms, specialists, consultants and vendors to discuss and agree on specific technical problems, systems and best practices.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS
Minimum Qualification
- Bachelor Degree in MIS, Computer Science or Data Management.
Minimum Experience
- 12 years of experience, including at least 5 years of with a solid background in computer technology and be familiar with CAD, Smart Plant Foundation, Aconex, Technical Records Management and related data management applications/systems work experience preferably in EPC Organization in Oil and Gas Industries.
- 2 years of experience in similar position.
Knowledge & Skills
- Critical Thinking – Problem-solving is a big part of every data management analyst’s job, so critical thinking skills are essential.
- Computer Programming knowledge is preferably – Data management analysts must be familiar with programming languages to effectively analyze system data.
- Communication – Data management analysts must have excellent verbal and technical writing skills in order to create in-depth reports based on their data findings.
- Organizing skills – Data management analysts must be able to absorb a lot of information and organize it into useable information, which takes a well-organized professional who can easily store and sort lots of facts.
- Multi-Tasking – capable to work on several projects at once, which requires multi-tasking abilities.
