Job Title: Head of Subcontractors - Maritime Engineering Service

Job Description:

We are looking for an experienced Project Control and Planning Manager to oversee and manage project control functions for our FEED SURF project. The ideal candidate will have extensive experience in cost control, planning, and scheduling for complex upstream and downstream oil and gas projects, ensuring successful project execution within scope, time, and budget.

Responsible for entire transportation supply chain, managing business relationships and finding new suppliers and subcontractors-Checking the execution of personnel plans and goals in the company-Responsible for the analysis of complex problem cases, as well as develop actions or recommendations to assure sustainable elimination and avoidance.

Key Responsibilities:
  • Oversee all phases of the procurement process from business case initiation, make or buy decisions, and request for proposals to subcontract management, negotiation, purchase order creation, and contract closeouts.
  • Manage and be accountable for the overall performance and compliance of suppliers, ensuring adherence to technical, program, cost, and performance (quality and delivery) requirements.
  • Engage and communicate effectively with internal customers and stakeholders to execute supplier requirements.
  • Generate and review RFQs, ensuring bid and program requirements are accurately captured.
  • Create precise procurement estimates, covering labour, material, and total cost of ownership for the bid team.
  • Negotiate sub-contracts, including appropriate customer flow-down, to support project budget constraints, achieve timely performance, minimize program risk, and exploit opportunities.
  • Review and monitor supplier financial stability, identify risk areas prior to engagement, and recognize trigger points for further analysis.


  • Proven experience in procurement and subcontract management within the maritime engineering services industry.
  • Strong negotiation skills with a track record of achieving favorable terms and minimizing risks.
  • Excellent communication and stakeholder management abilities.
  • Ability to generate accurate procurement estimates and manage financial aspects of supplier relationships.
  • Knowledge of supplier financial stability assessment and risk management.
