Our Client, an Oil and Gas Operator are seeking a Health and Safety Advisor for a 6-month contract with potential to extend.  This will be a site-based position. 

Role Overview:
Providing HSE advice and support to the Project Management Team and actively contributing to the successful and safe delivery of the Project during the commissioning and startup.

Duties & Responsibilities:
  • HSE Communication & Integration: Ensure that HSE policies, guidelines, and standards are communicated effectively and integrated into all project activities.
  • Assist the Project Management and Site Teams in achieving project HSE objectives.
  • Project HSE Implementation: Support the implementation of the Project HSE Management Plan, the Project commissioning and commissioning management plan and associated procedures, particularly focusing on pre-commissioning, commissioning, and work control processes.
  • Contractor Compliance Monitoring: Oversee contractor performance to ensure adherence to all HSE related contract requirements and regulatory commitments, with a strong emphasis on precommissioning and commissioning activities.
  • Site-Based HSE Participation: Actively engage in the contractor’s on-site HSE programs and initiatives, contributing to hazard identification workshops and risk assessments.
  • SIMOPS Coordination: Facilitate the safe management of SIMOPS during precommissioning, commissioning and start up phases, focusing on interfaces between new infrastructure and existing facilities. Experience in coordinating Permit to Work Systems in commissioning and startup phase is essential.
  • Regulatory Compliance: Assist in ensuring compliance with project and regulatory safety and environmental commitments. Conduct site validation checks, including reviewing documentation and performing periodic noise level assessments.
  • HSE Audits & Inspections: Plan and execute project HSE audits and inspections, ensuring contractor incident reports are reviewed, and participate in investigations when appropriate.
  • Incident Management: Lead incident investigations for areas under Company control, tracking and ensuring the close-out of project HSE actions
  • Training & Record Keeping: Assist in the coordination of project-related training and maintain accurate records.
  • Construction Compliance: Ensure facility construction aligns with agreed drawings and specifications, with particular attention to Human Factor Engineering (HFE) requirements.
  • HSE Metrics & Reporting: Compile and report HSE performance metrics, both internally and to external authorities.
  • Emergency Response: Provide support for emergency response and management during Project related incidents.
Qualifications and Experience Required:
  • A minimum of 10 years’ experience within the Oil and Gas Industry or similar industry in a safety / HSE advisor role. Oil and gas project commissioning experience is required.
  • Tertiary qualifications related to occupational health and safety.
  • Good working knowledge of applicable HSE regulations, codes of practice, international standards.
  • Training in ICAM root cause analysis (desirable).
  • Training in Lead Auditing (desirable).
  • Familiarity with use of HSE management systems / databases (previous experience with INX systems, such as InControl, InTuition is desirable).
  • Self-motivated and able to work with minimum supervision within a team.
  • Strong exposure to safe operating principles and HSE systems.
  • Exposure to onshore oil & gas production facilities, with site experience.
  • Excellent verbal and written communication skills, high attention to detail and a can-do attitude.
  • Ability to multi-task and meet deadlines with desired outcomes.
  • Advanced software proficiency (Microsoft office and HSE management systems)
