The Project scope is to study, design, construct, and commission a new Production unit by:
  • Development of the land with ground works, access roads, loading and unloading areas and parking lots.
  • Construction of a new approx. 26 500 m2 production and warehouse building with offices and facilities for employees.
  • Connection to the high/medium voltage electrical grid
  • Raw material and finished product tank farm.
  • Milling and mixing equipment
  • Filling, packaging lines and Warehouse racking

Organization and reporting
The Project HSE manager is assigned to the project and reports to the Client Technology and Projects (CTP) Project Manager of the project. He has a direct communication line to the CTP HSE department.

Main Tasks and Responsibilities
The Project HSE Manager shall:
  • Report to the CTP Project manager for the day-to-day HSE activities.
  • Be fully aware of the Client and Project HSE requirements and best practices.
  • Ensure that HSE is considered as first priority.
  • Monitor the HSE activities of the principal contractor on site, based on the HSE requirements mentioned in their construction phase plan.
  • Monitor and ensure principal contractor reports project safety performances in due time.
  • Actively contribute to and coordinate Client safety walks.
  • Participate in the investigation of accidents by contractors and the reporting of them.
  • Coach and support the Project team in the construction and commissioning phase of the project.
  • By ensuring that the Construction works are being done in accordance with Client  and CTP Steering.
  • Systems, TOPS/HOPS and Best Practices.
  • Ensure that the works are being done in accordance with the Quality requirements of the project.
  • Actively support and advice the construction manager in daily activities.
  • Collect all the relevant information, to plan the required HSE activities.
  • Have regular communication with the CTP HSE Manager.
  • Actively support HSE audits initiated by the CTP HSEQ department.
  • Participate to lessons learned sessions, Set-up, comment and review relevant HSE project documents (HSE Program, HSE Plan, Security Report …) when required.
  • Actively participate in project risk assessment sessions with focus on constructability and construction activities.
  • Coach project teams in best practices and facilitate the implementation of new safety and environmental measures for site activities.
  • Conduct HSE in construction training for the Project Teams (CTP and plant personnel).
  •  Implement the suitable guidance and monitoring methods for external parties like external engineering
  • Have a very close collaboration with the project team.
  • Lead safety by example and be for construction activities at least 75% of the time in the field.
  • Actively support Contractor and promote positive safety behaviour.
  • 5+ years of proven working experience in HSE project management.
  • Management skills and good communicator
  • Good training skills
  • Auditing and inspection skills
  • Is fully updated on the CDM regulation 2015.
  • Has an outstanding knowledge of industry best safe working practices and standards.
  • Has an Occupational H&S qualification (Nebosh certificate)
  • Unmovable on compliance.
