Role Purpose:
To lead, plan, execute, manage, control the ICSS engineering activities and issue the engineering deliverables of the assigned project within the defined technical requirements, schedule, cost and quality to deliver the project successfully. Reports to the assigned Project I&C Lead, Group Lead engineer.
Key Accountabilities
Most of the working time is in the office. On average, about 10% of the time may be spent at ICSS supplier’ sites for Factory Acceptance Test (FAT) and 10% at project site for commissioning support and Site Acceptance Test (SAT).
NOTE: Due to National Content requirements, priority will be given to local Malaysians and expats with RPT.

Key Accountabilities
- Understand the ICSS design basis, project requirements including HSSE, scope, cost, schedule, quality requirements, Client’s specification, Industry and Class requirements and project execution plan.
- Plan, lead and manage ICSS team resources by identifying the work assignment for each team member by clarifying responsibilities and deliverables of everyone.
- Leads Engineers and Senior Engineers in the team to develop ICSS engineering specifications and drawings, etc. specific to the assigned project, reviews these documents and incorporate them in ICSS RFQ.
- Independently evaluates all the bids received for ICSS package from various suppliers, performs a technical bid evaluation process, involves in cost estimation, ensures selected vendors meet technical/engineering and delivery requirements as stipulated in the project specifications and gives assessment to the Buyer who will follow up in the tender evaluation, price negotiation and award process.
- Conducts kick-off meetings with selected ICSS supplier to clarify issues and freeze the scope of the project, reviews/checks drawings and documents from team members and ensure the timely provision of accurate documents and specifications to the successful vendors to enable the latter to execute their work and deliverables. Monitor and control the project work by closely communicating with the team ensuring the deliverables meet the project requirements and meeting project schedule. Complete ICSS engineering and FAT on time within project schedule.
- Independently develop solutions to the technical/engineering problems by analyzing the issues/data, interpreting the analysis and evaluating various options/measures using experience, precedents and professional references. Provide technical expertise on solving system engineering problems.
- Anticipates potential problems and takes preventive actions to overcome obstacles. Identify improvement opportunities and innovative ideas/methodologies to improve project schedule, cost saving & quality.
- Visit suppliers, reviews test results of ICSS engineering to ensure that the functions are as per specifications. Where necessary, works with the supplier to rectify the deficiencies, making sure that they comply with the specification.
- Close communication with the team, inter-discipline communication, internal and external stake holders to ensure all the stake holders are aligned with the project requirements and deliverables are approved.
- Conducts the meetings, reviews progress and addresses interface/implementation/execution issue, escalates where necessary to ensure that the project proceeds timely and smoothly.
- Provides technical/engineering support to Construction/Commissioning work at site, support for SAT, trouble shoots and follows up with stakeholders to rectify the gaps or problems. Provides site support and advice whenever it is required.
- Reviews and approves ICSS topology based on the project requirement on HMI interfaces, cyber security requirements, IT/OT requirements, Mechanical/Electrical/Telecom packages interface, onshore control requirements, etc. Reviews & Approves control interface philosophies with other packages (Mechanical, Electrical, Telecom).
- Participates in safety studies (HAZID/HAZOP/SIL/etc.) workshops, review reports and provide comments. Close HAZID, HAZOP, SIL & HSE design recommendations. Develop/Review SRS; Selection of SIS components (hardware and software) to meet SIL requirement. Develop C&E (F&G and ESD) and review PSD C&E.
- Prepare Technical Queries related to ICSS for clients for input & clarification on engineering requirements. Response to Class comments and comply with class's requirements. Co-ordinate with Operation and Maintenance (O&M) team to get the inputs for ICSS engineering.
- HSSEQ – Complies with MODEC HSSEQ Code of Conduct as described in the HSSEQ Policies and the HSEQ Procedures to always protect people and the environment. Has a duty of care to ensure that all personnel work in a manner that is not harmful to their own health and safety and the health and safety of others. Compliance – Complies with MODEC Group’s Code of Business Conduct & Ethics and Policies to ensure business activities and decisions conform to the laws and regulations and demonstrates high standard of ethical behavior.
- To ensure required information is communicated between all parties and work is compliant with quality standards.
- Implement Lessons Learnt from previous projects for ICSS Engineering and ensure the Lessons Learned from the assigned project are captured and recorded for future.
- Bachelor or Master of Engineering
- Minimum 12 years of relevant working experience in ICSS engineering in oil & gas EPCI sector for degree holders or minimum 11 years of relevant working experience for master’s degree holders.
- Direct work experience on FPSO/FSO projects.
- Certified Functional Safety Engineer.
- Cyber security certificates will be an added advantage.
- Able to comment on P&IDs for control related information
