Purpose  
The “project” Onshore Project Engineer (PE) will report to the “project” Onshore Project Manager and will be responsible for the delivery of the Beachfield “project” Upgrade scope. The PE will assume responsibility for specific scope items within the Beachfield “project” Upgrades for detailed engineering design, procurement, construction, commissioning, and startup. The role will ensure that the delivery on promises to STTL, the wider IG Business and Client P&T, are maintained and that expectations regarding performance in safety, cost/competitiveness, schedule, quality, and stakeholder management are delivered upon. 
  
The “project” Onshore PE will deliver assigned scope from DEFINE through to EXECUTE in support of the “project” Onshore Project Manager:
  • Goal Zero/Successful framing, schedule attainment, interface management and delivery of the Brownfield scope through scaled detailed engineering, procurement, fabrication/construction, onshore/offshore hookup & commissioning, including project to asset transfer, ultimately leading to a successful start-up and handover.
  • Deliver assigned “project” Onshore scopes within clearly defined expectations of safety, schedule, milestones and in accordance with agreed deliverables. 
  • Manage and deliver effectively on Client’s expectation on HSSE, Quality, Schedule, Cost and Management of Change
  Accountabilities 
  • Lead/Deliver brownfield project scope with ambition of no defects, no leaks, and no incidents
  • Demonstrate a commitment to HSSE and show leadership that fosters appropriate behaviors while ensuring compliance with HSSE rules and policies, including proactive hazard identification, elimination, if possible, at the earliest opportunity (i.e. Process Safety and Construction Safety in design) and mitigation
  • Support Client and contractor staff to demonstrate appropriate HSSE behaviors in delivery of their work.
  • Execute project scope in accordance with agreed project quality, technical integrity, budget, and schedule performance.
  • Manage the framing, design, construction, procurement, installation, hook-up & commissioning, and start-up of the “project” Onshore scope.
  • Develop and own project strategies, plans, key project documents, cost estimates, schedules, and contingencies.
  • Measure and report progress against plan with immediate and transparent communication of areas of concern.
  • Collaborate on project issues across functional boundaries (OR&A, CSU, HSSE, Logistics, Engineering, Construction etc.).
  • Identify, manage, and mitigate interfaces and their issues, management of change requirements and project risks
  • Role requires a highly developed HSSE and quality mindset, with a sound understanding of utilizing cost control, scheduling, risk management and transparent communication.
  • Support Onshore Project Manager in managing project assurance (PCAP, PMF, MoC, etc.).
  • Drive delivery of FEED for the Beachfield “project” upgrades via the Houston-based Engineering contractor. 
  • Support the onboarding of the EPCm and Construction contractors who will be responsible for detailed engineering, procurement, construction management and craft resources supporting the Beachfield “project” Upgrades. 
  • Collaborate directly with and drive the EPCm and Construction contractors for all aspects of assigned scope.
  Dimensions
  • Budget Delivery support responsibility of up to 100$M USD. 
  • Project Engineer in a complex delivery environment, functioning as part of a Projects matrix/Portfolio organization.
  • The “project” Onshore PE will report to the “project” Onshore Project Manager who reports to the “project” Project Manager.
  • The “project” Onshore PE will have no direct reports but will deliver through numerous contract partners and functional interfaces 
  • The PE is expected to follow a blended working schedule during the Execute phase of the project. Roughly 40% of working time spent based at the Beachfield facility in temporary construction offices, 40% at the Client Office in Port of Spain and 20% remote working.
  • The PE may also need to travel to Houston to support the FEED scope (requirements for travel will be agreed with the Onshore Project Manager as rquired).  
  • Develop, Manage and Close out Management of Change documentation with the Asset as required
  • “project” Onshore scope development, potentially spread across multiple in or out of county locations and with varying degrees of contractor competency and capability. 
  • Role is based in TT but requires interface with the EPCm locations and Client Facilities.
  • The “project” Project is part of the IG West Organization, which is located between Trinidad, UK, India & Houston and is planning on a Portfolio of projects in the range ca. $5bln.
 
 
 
  Requirements Experience:
  • A degree in civil/structural engineering is preferred but degrees in mechanical engineering, chemical engineering, electrical engineering, or a related scientific discipline may be considered. 
  • Knowledge and applied background in onshore and offshore Brownfield Projects (including asset integrity related scope). 
  • 10+ years in oil and gas industry. Experience in Project Management and APM accreditation preferred but not required. 
  • Strong in communications, consensus building across a diverse team, interpersonal and stakeholder engagement skills to develop trust and credibility among varied interfaces.
  • Experience managing EPC/EPCm contracts to successfully deliver on HSSE, budget, quality, and schedule performance.
  • The position requires a candidate with both proven project management and discipline engineering experience in brownfield project delivery, preferably through multiple phases.
  • Experience in integrated commissioning and start-up planning and execution is an advantage.

Special Challenges
  • Trinidad & Tobago is a mature hydrocarbon basin, with a complex stakeholder & External Relations environment in which to deliver. There is an expectation of there being multiple locations for both the owner’s team and EPCm to be delivering from and, with part of brownfield projects delivery being achieved through the exercising of a matrix organization.
  • Challenges with local, in-country contractor performance which requires significant focus and support to enable success. 
  • Role will need ability to safely deliver across a wide range of disciplines against a backdrop of a complex HSSE environment, with cultural sensitivity in what is regarded by Client as a ‘High Risk’ environment regarding Client’s Ethics and Compliance requirements.
  • Must have good understanding of the existing facilities, ways of working, integrating, and planning with the asset and EPC
  • Maintain a strong influencing relationship with the EPC contractor(s).
