Procurement Contracting and Commercial Manager

Role Synopsis:
  • This role is responsible for ensuring procurement activity compliance to the Development and Production Contract, alignment to business priorities and compliance to procurement procedures and contract governance.
  • This role is accountable for establishing applicable procedures, processes and systems as well as procurement planning and performance management.
  • It will act as an interface to internal and external stakeholders and play a key role training/coaching secondees on procurement procedures, systems, processes.

The Procurement Contracting and Commercial Manager will be based in the support team and will engage and support the following procurement teams:
  • Wells
  • Operations
  • Projects
  • Indirect Procurement

All business activities will be conducted in compliance with Iraqi laws and regulations and with The client’s Code of Conduct, Anti Bribery and Corruption and Anti Money Laundering policies.
The Procurement Contracting and Commercial Manager is highly collaborative, with strong commercial acumen, ensuring alignment on business goals and delivering secure optimal, compliant, and competitive, risk-managed procurement outcomes. They are a role model on business integrity, adept at change management, displaying emotional understanding and fostering resilience.

Key Accountabilities:
  • Delivers effective and efficient Procurement risk management process and manage conformance agenda for the Procurement team.
  • Lead the end-to-end risk and assurance process and execution, including CDD compliance actions.
  • Leads the annual planning and performance management process for the Procurement leadership team and provide inputs to other procurement teams and stakeholders.
  • Optimise the commercial performance of contracts across Iraq procurement.
  • Provides leadership in executing contracting and procurement plans in the region to help drive procurement delivery in support of the region’s activity.
  • Manages the region’s procurement Processes and Systems, ensuring these are optimised, fit for purpose and support cost recovery.
  • Manages the project’s contract models and procurement governance processes
  • Provides leadership to develop the interface between the procurement teams to deliver the long-term contracting plan.
  • Identifies areas that present value opportunities within current contract base and develop appropriate plan to address.
  • Develops and implements a Local Content Strategy for the supply chain for the project.
  • Leads a diverse team and builds the capability and competency of the team to meet ongoing and future business needs.
  • Supports any special projects in the region. 

Essential Education:
  • University degree in Procurement, Engineering or other business/technical discipline and ideally holds a professional qualification e.g. CIPS or CPM

Essential Experience and Job Requirements:
  • Strong business acumen to unlock value, track record of collaboration, able to deliver agile solutions to the business, try new ways of working and displays a growth mindset.
  • Broad procurement experience across oil and gas categories and procurement processes including leadership experience.

  • Skilled at leading and influencing teams through complexity, developing capability and executing in multi-stakeholder, multi-discipline, multi-cultural environments, and providing solutions to regional and country-specific issues and challenges.
  • Possesses deep understanding of Procurement and Supply Chain standards and processes (including performance, compliance, and contracting frameworks).
  • Strong understanding of regional requirements, planning / execution processes and experience dealing with PSA/TSC /concessionaire approvals.
  • Excellent communicator who demonstrates an ability to develop, high quality, trust-based relationships with the wider organization. Track record bringing multiple parties together to collaboratively solve complex problems.
  • Able to work under pressure to initiate actions, prioritise and support decision making, skilled at fostering alignment among senior stakeholders with competing priorities.
  • Excellent communicator with demonstrated ability to influence, collaborate and lead teams through complexity, develop capability and provide solutions to complex issues in multistakeholder, multi-discipline, multi-cultural environments.

Desirable Criteria:
  • Post graduate qualification related to procurement desirable e.g. CIPS or CPM
