Company is seeking a Capital Projects Engineering Director to oversee the Engineering for a wide variety of large/complex projects for the Specialties Global Business, which has manufacturing sites in Amman, Jordan and Magnolia, Arkansas. In this role the Capital Projects Engineering Director will be responsible for planning, leading, and managing all project engineering activities associated with a capital project. The Capital Projects Engineering Director will be responsible for integrating the total engineering effort over the total project life from inception to commercial operation. As the Capital Projects Engineering Director, you will be a member of the Project Leadership Team and accountable to the Capital Projects Director for project engineering success and for engineering functional excellence and competency.

The Capital Projects Engineering Director will also have responsibility for the execution of company's project process as it applies to front end development, detailed design, procurement, construction, and commissioning & startup. This includes execution of procedures such as management of change (MOC) and pre safety start up review (PSSR). She/he will also develop proposals in collaboration with operations, process engineering and discipline representatives. In addition, the Capital Projects Engineering Director will assist with mechanical start-up plans and procedures, provide technical support during start-ups, support training and assure documentation and knowledge transfer.
The Capital Projects Engineering Director will participate in investigations as needed. She/he may also be involved in departmental training activities; and/or serve on a variety of departmental and technology/plant teams.

The Capital Projects Engineering Director reports to the Capital Projects Vice President for the Bromine and Catalyst Global Businesses.

Requirements:

  • Bachelor of Science Degree in Mechanical, Civil, Chemical, Electrical or other equivalent engineering discipline.
  • Minimum fifteen (15) years direct experience in the specialty chemicals, petrochemical, or chemical industry with at least 10 years of direct project management experience (international experience a plus).
  • Previous experience managing front end development for Brownfield and/or Greenfield projects (>$100MM USD).
  • A leader in safety on assigned projects including setting expectations and being visible in the field.
  • Ability to align project objectives and justifications with various stakeholder groups.
  • Knowledge of contracting and contracting strategies.
  • Must have experience managing engineering, procurement, and construction (EPC) contractors.
  • Ability to judge the quality of engineering and construction documents.
  • Ability to supervise multi-disciplined teams.
  • Thorough knowledge of project controls and cost forecasting.
  • Ability to prepare and analyze critical path schedules.
  • Thorough understanding of engineering and construction productivity measurements.
  • Estimating skills and knowledge of engineering and construction cost structure.
  • Demonstrated experience managing multi-disciplined projects.
  • Understanding of stage gated work processes and deliverables.
  • Ability to drive project definition and secure team alignment.
  • Working understanding of design reviews, constructability reviews and other value improving practices (VIPs).
  • Keen focus on project change management.
  • Working knowledge of construction labor planning.
  • Working knowledge of engineering design tools – 3D CAD, etc.
  • Working knowledge of materials management, procurement, receiving, warehousing, etc.
  • Knowledge of construction safety requirements and measurements.
  • Working knowledge of Microsoft products such as Access, Excel, Word, and Project.
  • Familiarity with commercially available plant design products such as Autodesk’s AutoCAD, Integraph PDS, Bentley Micro-station, etc.
  • Working knowledge of Primavera and SAP.
  • Excellent verbal and written communication skills.
  • Excellent people skills (Client-driven).

Key responsibilities and activities include but are not limited to:
  • Manage and contribute to tasks associated with company project process deliverables (stage gate review and approval process).
  • Support Gate Readiness Review program, as required.
  • Manage the Project Change Management program to ensure changes in design are controlled in accordance with corporate practices and policies.
  • Provide support to joint venture partners in the oversight of supplier/contractors.
  • Assist in resolving issues with vendors, evaluating bids, and developing procurement strategies.
  • Manage team meetings and ensure communication to support project success.
  • In coordination with Project Controls and management, review financial data for projects on a regular basis to identify trends, challenges, and opportunities.
  • Support ongoing planning definition process, specifically though establishing milestone targets, effective deadline management and resource allocations.
  • Identifying and managing potential risks and liabilities.
  • Assisting in the definition of project scope and goals.
  • Document management and Share Site management.
  • Adjusting schedules and targets for projects as required.
  • Support company in ensuring all activities are undertaken in compliance with Company Safety, Health and Environment and Business policies, regulations, and standards.
  • Assist in developing scopes of work and request for proposal packages for engineering work.
  • Monitor third party engineering contractors to ensure quality work on schedule and within budget.
  • Support Lessons Learned program based on industry experience and best practices.
  • Support negotiations with key contractors and vendors as needed.
  • Travel to monitor engineering contractor activities and field construction progress.
