Our client, a global Oil and Gas Operator, is looking for a QAQC Specialist (Rotating Equipment Specialist) for an 18-month contract with potential to extend. This is a Perth based position that will require regular site travel.
Duties and Responsibilities:
10% HES
•Promote a positive safety culture by active participation in development, implementation and enforcement of the Health, Environment and Safety procedures for Maintenance and TAR activities across Gorgon and Wheatstone LNG Facilities
•Communicate benefit of Quality Assurance and promote a Quality Culture as an operational discipline which supports Process Safety and Fatality prevention principles.
•Understanding of the LNG asset Safety Case’s (Gorgon & Wheatstone)
•Promote a sound Quality Culture by interpreting quality requirements as an Operational Discipline that underpins Process Safety and assures Fatality Prevention of our people and assets.
55% Quality Management
•Coordinate and ensure effective development control of Work Package documentation such as Inspection and Test Plans, ITR’s and other associated QA documentation for rotating equipment.
•Responsible for implementation and ongoing development of the Quality Management System and Quality Management Plans to support ABU operations and achieve safe and reliable operation. Ensure adequate deployment to, and use by respective teams, in a manner that meets requirements.
•Contribution to the ABU Maintenance Quality Audit Schedule act as audit team member when conducting audits during routine Maintenance work, Turnaround Events, technical projects and off-site Vendor premises.
•Ensure and validate that the appropriate level KPIs are developed and implemented to monitor the effectiveness of execution activities. Monitor the performance of Quality across Operations and report on performance against agreed measures and KPIs. Identify and evaluate performance issues arising from Quality and initiate corrective actions.
•Ensure all aspects of the Company asset integrity and reliability model FIRM 1000 are being adhered to following all the Quality requirements as mapped out in this standard
•Provide input into the Maintenance and Turnaround Team Quality Plans, Inspection and Test Plans and Inspection and Test Records regarding the rotating equipment processes.
•Provide input into the rotating equipment inspection methods, field execution quality management, inspection oversight, critical component parts tracking.
•Assessment of removed components or components installed in gas turbines to evaluate remaining life, repairability or continued service of critical components.
•Mentor and coaching off maintenance and TMT personnel on Quality Assurance and Quality Control requirements for rotating equipment specific processes, procedures, and tasks
•Input to Warehouse Inspection Processes for acceptance from supplier and preservation monitoring and inspection.
•Responsible for identifying and/or managing quality non-conformances in conjunction with originators and discipline SMEs for the rotating equipment discipline.
•Promoting Audits and Non – Conformances as effective improvement tools to assure Integrity of plant and equipment and the Health and Safety of personnel and protection of the environment
•Sound Knowledge of Australian and International Standards, and technical data resources such as Vendor OEMs to determine minimum requirements for quality verification of equipment during Maintenance, Repair, and Installation of rotating equipment.
•Responsible for managing post event rotating equipment quality documentation filing and archiving.
5%- OE Leadership / Continuous Improvement
•Input into incorporating ‘lessons learnt’ into execution activities and capturing lessons learned post Maintenance and Turnaround execution activities.
•Participation in Root Cause Analysis processes following equipment failure or losses. Proactively seek and share lessons learned and best practices. Continuous improvement in system operating procedures and maintenance routines.
•Bad Actor Process Participation, Forensic Investigation (Collect Field Info), Forensic Teardown
30% People
•Due to the large asset portfolio (ABU asset base) the incumbent will require experience managing high complexity events across rotating plant.
•Engage with ABU Rotating Equipment Engineering, Maintenance and Turnaround team personnel, Quality Management personnel, Team Leaders, and Coordinators to track and manage fluctuating event staff requirements as required.
•Work with IMPACT team to ensure QM processes are understood / followed regarding work package development, document control, and punch-lists, receiving completed QM documentation, and QM sign-off for PSSR by Operations.
•Create and deliver event specific quality management processes, associated documents, and provision of quality management data base training for the client and contractors.
•Provide support and guidance for personnel during the development and implementation of the Quality and Work pack systems with ongoing support for event specific Work Package distribution, document compilation and tracking and archiving.
•Regular interaction is required across a broad range of functions including Operations, Maintenance, Turnaround team, Projects, Facility Engineering Disciplines, Supply Chain and Contractors at all levels on and off site.
Experience And Qualifications Required:
•A Certificate of Engineering Qualifications (Trade certificate) is the minimum requirement for this position.
•This position will be Perth based with frequent visits to the Facilities and Vendor Facilities as required.
•The position requires a good understanding of Quality Management principles, Computerized Maintenance Management Systems and a good understanding of database fundamentals and principles.
•Experience with General Electric LM2500, LM6000 and Solar Mars gas turbines would be preferred.
•Understanding inspection methods, field execution quality management.
•Capable of handling multiple complex scopes of work simultaneously. The preferred candidate will need to be flexible with their working hours and be willing to participate in the execution of turnarounds at remote sites which may require several weeks to over a month away from the home office.
•The candidate will be required to work with minimum supervision and set their own priorities and schedules.
•Responsibilities during events include maintenance of information inputs to organizing / printing daily reports from the QM database, manage all Quality Assurance forms received during work execution, use of document control process in sending and receiving formal quality documents and work packages (TAWs, EWOs, non-EWO work packages, hydro-testing packages, etc.), progressive tracking to completion of Work Package documentation by Facility Systems for PSSR (Pre-Startup Safety Review)
•The role will require strong leadership, communication and influencing skills, they may give work direction to others or lead a small team.

•Candidate will have a background in gas turbine and compressor Quality, with an understanding of job pack development/use, equipment close-out inspections, equipment assembly processes, critical clearances, and documentation.
•Candidate will have a strong understanding of Quality documentation requirements associated with rotating equipment.
•Candidate must be capable of developing Quality specifications, requirements, and programs. Candidate will be proficient with IT tools to manage Quality data, compose reports and perform equipment condition analysis.
