We are currently recruiting a Senior Instrument Engineer (Phase 2) for a Global Oil & Gas operator on an initial 12-month contract. This role will involve integration of Instrument Phase 2 scopes with existing CPF facilities and the BCM, this includes any interfaces with In-Field and FPSO.
• To deliver the project in accordance with the project schedule and budget, meeting the requirements of the project in relation to safety, quality, reliability, operability, and maintainability throughout its 40-year service life span.
• Seamless integration of Phase 2 Topside Instrumentation Brownfields expansion. Lead the definition and execution of the I&C detail engineering and procurement scope with the assistance of the Brownfield engineering & procurement contractors. Participate to the development of the work packs in preparation for the Integration. Interface with 2 team and Ops team to be ready for the integration. Later-on participle to the installation management Team.
• For Instrument & Controls, Input to the EPC & Brownfields project execution strategy including contracting strategy.
• For Instrument & Controls discipline, ensure that the EPC contractor and its subcontractor are performing works in accordance with project specifications, in line with project schedule and priorities and policies
• As far as practical, focus on achieving maximum At Shore completion at the Construction Yard (or other at shore vendor or contractor facilities) to minimize the Offshore scope of work.
• Ensures integration of Instrumentation with the existing facilities and that associated packages can be safely and timeously implemented during and outside Shutdowns.
• Lead the Instrument team to develop all engineering and procurement documentation. Participate in the evaluation of the Bids and PO’s for the Instrument discipline equipment.
Health Safety & Environment
• Actively demonstrates HSE leadership by taking a proactive role in the promotion of safe working practices in line with the Project aspiration.
• Conducts all activities in a safe and efficient manner in accordance with the company’s policies and procedures. Always ensure the welfare of personnel and the protection of assets and the environment.
• Supports all required HSE reviews of the define phase.
• Incorporates HSE as a pillar of the control system integration design from define phase to execute phase requirements.
• High awareness of safe working practices associated with design, construction, pre-commissioning, installation and offshore hookup and commissioning of subsea facilities
• Ensures the design is compliant with existing and new Australian Safety Case requirements.
• Ensures the design minimizes the impact on the environment in line with project requirements.
Delivery of Phase 2 Instrument Scope
• Defines the scope of work for integration of Instrumentation within the Phase 2 scope with existing CPF facilities and any new equipment and / or modules. This includes any interfaces with In-Field and FPSO. Ensures integration of Instrument and Controls with the existing facilities and associated packages can be implemented safely and effectively within project schedules and cost planning.
• Lead the Instrument team to develop all engineering and procurement documentation. Participate in the evaluation of the Bids and PO’s for the Instrument discipline equipment.
• Input to any EPC Scope & Brownfields project execution strategy including contracting, engineering and / or offshore implementation strategies related to both Instrumentation and Control.
• Ensures integration of Instrumentation with the existing facilities and that associated packages can be safely and timeously implemented during and outside Shutdowns.
• Ensure any EPC contractor and other works are designed and delivered in accordance with project procedures and specifications. Lead the Instrument discipline in any technical deviations via approve processes, and similarly with design change and site change management process. In addition, ensure design change closeout and associated offshore punch close out is achieved where Instrument and controls engineering are responsible.
• Assist construction in the preparation of CPF modification work packages, Procurement in the ITT packages and any interfaces with the Operations team, including technical authorities.
• Ensure any Interfaces with other team for Instrument & Controls review, comment and approve, as required, contractor’s modification proposals/deliverables to ensure they meet Specifications, Codes and Standards, and the requirements of project.
• Prepares TA accreditation summary, as to become a Technical Authority level 2 Instrumentation & Control for the Projects.
•Participate in and lead technical and assurance reviews during define and execution phase for the Instrument and Controls discipline scope.
• Provides necessary support and liaison with key internal stakeholders, liaise with strategic engineering division, Technical Authorities and Operations personnel within the project and within the Operations division in executing the work.
• Be area of; and assist the offshore deployment of all ICSS software changes to the live facilities; including the full internal testing, functional acceptance testing, download testing and the deployment itself; for handover to commissioning. A major focus is the risk mitigation planning to reduce download risk to a live facility to a low as practicable.
• Travels between Engineering locations, EPC Contractors, and other modification contractors’ premises to provide necessary support described above.
Technical
• Report technical problems encountered and provide support for the resolution of technical issues and cost-efficient solutions.
• Prepare technical reports within their scope and provide presentations as required.
Risk Management
• Participate in HAZID, HAZOP’s, LOPA, AOA workshops, Constructability, Functional Safety Reviews, and readiness reviews, etc. as required.
• Participate in job safety analysis for activities within their scope of work.
• Assist in identifying project risks and implement agreed mitigation measures as required.
Cost Reduction Initiatives
• Effectively engage in business cost reduction initiatives.
Interfaces
• Project Team, Brownfields Division, Strategic Engineering division, Operations Division, and various Project Contractors.
• Report on the progress, issues, hold-ups to Topside Engineering Manager.
Qualifications
• Applicable Engineering qualifications in Electrical, Instrumentation and/or Automation.
• LNG Plant experience would be beneficial
Skills and Experience
• Minimum 14 years’ experience in design, manufacture, testing, installation, precommissioning and commissioning of Instrument & Control Systems integration within the Oil and Gas industry.
• Experience with large production facilities, working offshore in hook-up and precommissioning activities and Brownfield’s integration with live facilities.
• Recent and relevant experience in delivering Instrument & Control System, involvement in Phase 1 and / or Phase 2 Instrument & Controls scope is highly desirable.
• Be able to prepare reports and presentations to a high standard summarizing status, issue, and recommendation
• Excellent communication and written skills (English) and ability to work with different disciplines and cultures.
• Managing a 3rd party contractor to do FEED and detailed design
• Excellent verbal and written communication skills.
