Senior Rotating Commissioning Engineer

We are currently recruiting a Senior Rotating Commissioning Engineer for a Global Oil & Gas Operator on an initial 12 month contract in Perth, WA with scope to extend.
The successful candidate will be responsible for the delivery/handover of the Turbomachinery/rotating packages to Operations:
Primary Objective:

• Provide technical guidance/support to the Brownfield team in respect to rotating equipment packages (Seawater Lift Pump, Condensate Rich MEG Pumps, Off-Gas Recovery Compressor upgrades).
• Rotating Commissioning Activities (Office Preparation and Offshore Execution)

Primary Responsibilities:

• Conduct all activities in a safe and efficient manner in accordance with the Company's policies and procedures, ensuring the welfare of personnel and the protection of assets / environment at all times.
• Ensure all personnel in the team are fully versed and compliant with the Company’s safety procedures and values, including contractors.
• Provide leadership and guidance on all aspects of Technical Safety during detailed engineering such as HAZOP/SIL.
• Actively participate in client and company safety programs and training as required.
• Demonstrate HSE leadership by actively promoting HSE and Quality policy and procedures to all personnel within the work environment.
• Carry out or attend risk assessments for critical activities.
• Identify and ensure team have undertaken and followed necessary training to safety and efficiently carry out their scope of work.
• Interface with Company Focal point for the Turbomachinery Package (within Company, Turbomachinery Supplier and BCM EPC Contractor).
• Assist managing interface requests related to the Turbomachinery Packages (as requested)

Technical:

• Ensure adherence to applicable specifications, codes and standards.
• Focal point for Technical Queries/Deviations to Company specifications and Industry codes and standards
• As technical expert for all Rotating equipment, report technical problems encountered and provide technical support for the resolution of technical issues and cost-efficient solutions for brownfields scope and project scope.
• Ensure commissioning requirements are incorporated in the design and validation of the deliverables.
• Prepare technical reports and presentations as required.

Commissioning:

• Deliver Brownfields projects and projects in accordance with the project schedule and budget, meeting the requirements of the project in relation to safety, quality, reliability, operability and maintainability.
• Support the site-based teams with the delivery of executed scopes of work inclusive of fully compliant commissioning and start-up plans, procedures, check sheets and records and addressing and concerns/queries.
• Liaise with the commissioning manager and lead discipline team to complete the offshore commissioning of subsystems following the project schedule and priorities for handover to the operations team.
• Ensure the implementation of the OPERCOM process or similar commissioning / completion system through all stages of testing and commissioning.
• Development of commissioning philosophies / strategies for Brownfield and Greenfield opportunities.
• Participate in HAZID/ENVID, HAZOPS’s, design reviews, constructability reviews, project reviews, workshops and the like.
• Assist in identifying new project risks and implement agreed mitigation measures as required.
• Work with Company contractors to support the definition and implementation of commissioning requirements within the package testing and delivery program. Attend FATs as required.
• Witness as appropriate the pre-commissioning activities performed by the EPC and validation of ‘Ready for Commissioning’ dossiers.
• Verification of ICAPS database for the Mechanical Rotating discipline.
• Sign ICAPS check sheets as appropriate.
• Participate in meetings and toolbox meetings upon request.
• Responsible for the control and management of offshore commissioning activities for related discipline.
• Identify and mobilize materials, vendors, third parties required for offshore commissioning activities.
• Participate in the preparation and execution of OTP’s.
• Responsibilities for Punch List follow up of relevant systems.
• Work permit and Risk Assessment creation, verification and validation for related discipline.
• Coordination of third-party service contractors and vendors carrying out commissioning activities.
• Ensure equipment is preserved and maintained as per plan and records are kept in order. Witness/Organise/Monitor Rotating equipment preservation.
• Custodian for the “Redline Markup” master drawings for discipline.

Skills and Experience requirements:

• Tertiary Engineering Degree (Mechanical)
• 20+ Oil and Gas industry experience specializing in rotating equipment (Gas turbines / Centrifugal Compressors / Reciprocating Compressors /Centrifugal Pumps)
• Minimum 10 years’ experience in working in FAT/Construction, hook-up and pre-commissioning phases of offshore projects.
• High awareness of safe working practices, relevant codes and standards associated with design, construction, pre- commissioning, installation, hook-up and commissioning of oil & gas facilities.
• Experience in Package Management of rotating equipment.
• Preferably has experience working within EPC Contractor team during detailed design.
• Valid TBOSIET.
• Highly competent, motivated person with good interpersonal and influencing and decision-making skills.
• Able to diplomatically manage ambiguity, conflict, and uncertainty in a culturally diverse environment.
• Excellent communication skills, verbal and written and the ability to influence a wide range of senior stakeholders to successfully support the objectives and outcomes of this role.
