Job Title: CAPEX Project Manager Position Summary The CAPEX Project Manager is responsible for leading the development and execution of capital investment projects within a process manufacturing environment. This role manages projects from early concept and scope definition through construction, commissioning, and handover to operations. The position requires strong field leadership, technical judgment, and a safety-first mindset to deliver projects on schedule, within budget, and in compliance with all environmental, health, and safety requirements.

Key Responsibilities Capital Project Execution

  • Lead capital projects from concept, FEL development, and detailed design through construction, start-up, and closeout.

  • Develop project scopes, cost estimates, schedules, and execution plans aligned with operational and business objectives.

  • Manage project budgets, track CAPEX spending, and control changes to scope and cost.

  • Coordinate internal engineering, operations, maintenance, procurement, and external engineering and construction partners.

Field & Construction Management

  • Provide on-site leadership during construction and installation activities in an operating manufacturing facility.

  • Manage contractors and vendors, including bid evaluations, scope development, scheduling, and performance oversight.

  • Conduct field walkdowns, resolve constructability and execution issues, and support commissioning and startup activities.

  • Ensure construction activities are performed in accordance with engineering standards, drawings, and specifications.

Safety, Compliance & Risk Management

  • Act as a safety leader for all project-related activities.

  • Ensure compliance with site EHS standards, corporate policies, and regulatory requirements.

  • Lead and manage Management of Change (MOC) processes related to capital projects.

  • Review and approve work permits, lockout/tagout plans, and job safety analyses.

  • Participate in and support hazard reviews, including PHA, JHA, and pre-task risk assessments.

Technical & Operational Integration

  • Apply sound engineering judgment to equipment selection, system modifications, and process improvements.

  • Collaborate with operations and maintenance to ensure designs are practical, maintainable, and support long-term reliability.

  • Ensure effective project handover to operations, including documentation, training, and as-built records.

Qualifications
  • Bachelor’s degree in Engineering (Chemical, Mechanical, Electrical, or related discipline).

  • Experience managing and executing CAPEX projects in an industrial or process manufacturing environment.

  • Proven experience managing field work and construction activities in operating facilities.

  • Strong safety background, including hands-on experience with MOC processes, work permits, and contractor safety management.

  • Strong project leadership, communication, and stakeholder engagement skills.

Preferred Experience
  • Background in chemical manufacturing, water treatment, specialty materials, or other regulated process industries.

  • Experience working in brownfield facilities with live operations.

  • Familiarity with project controls, cost tracking, and scheduling tools.
