Purpose
B&OR will define new and refined ways for working (process, procedures and systems) that will be developed and implemented as the project builds the business capability to commercially operate the new facilities.
The B&OR Change Manager is a key role within the B&OR programme team, with a primary emphasis on supporting the deployment of the ways of working for the new business unit, including new procedures, engineering practices and business systems applications. This role reports to the B&OR PMO Lead and will work with the Pillars and Workstreams to help support the successful deployment of all aspects of the new ways of working relating to the effective operational and commercial performance of IOB and, in some agreed cases, IMB and the people who will make that successful.

Under the direction of the PMO Lead, the Change Manager has overall responsibility for defining the change toolkit that will be used across B&OR to ensure the programme delivers sustainable change:

The B&OR Change Manager is a key role within the B&OR programme team, with a primary emphasis on supporting the deployment of the ways of working for the new business unit, including new procedures, engineering practices and business systems applications. This role reports to the B&OR PMO Lead and will work with the Pillars and Workstreams to help support the successful deployment of all aspects of the new ways of working relating to the effective operational and commercial performance of IOB and, in some agreed cases, IMB and the people who will make that successful.
Specific accountabilities include:
- Lead on the development of the B&OR Change strategy and cross-programme Change plan.
- Define and own the B&OR change delivery framework – set and maintain standard and approach. Provide expertise and coaching in change management to pillar and workstream leads, and their implementation support resources.
- Conduct B&OR wide change planning – Change Impact Assessments, Change Approach, Change Plan, Measurement (adoption), and Reporting and ensure the coherence and consistency of the Pillar change activity.
- Training – manage the day-to-day activities of the Operational Readiness Training Support Lead, ensuring that the role -based training component of the overall change plan is effective, coherent and in the appropriate context.
- Communication – work closely with the Internal Communications team to align on content and messaging, and ongoing reinforcement of same.
- Leadership – work closely with B&OR PLT and Lillo MT to support the development and implementation of change plans to maximize impact of Management and Leadership team members supporting the change (including change agents)

- Workstream Leads – change heatmaps, persona development, change strategies and plans (incl comms & training). Adoption tracking
- People workstream – ensure close alignment with L&D training approach, standards and integration with other critical training activities (making best use of LMS and central coordination of training calendars)
- Head of PMO – ensure alignment on approach, raise threats and opportunities, seek budgetary approval.
- Internal Communications Manager – integrate change activities into internal communications plan.
Under the direction of the PMO Lead, the Change Manager has overall responsibility for defining the change toolkit that will be used across B&OR to ensure the programme delivers sustainable change:
- Create a fit for purpose change management strategy aligned with the B&OR programme objectives and clients organizational goals. Ensure alignment to client and Belgian working culture.
- Conduct change impact assessments, stakeholders / audience analyses, and readiness assessments.
- Define change management scope, approach, timeline, and resource needs.
- Identify key stakeholders & personas, create engagement plans to build awareness, understanding and support.
- Manage the Training Support Lead to ensure the following activities are completed in partnership with the client L&D team:
- Training needs are assessed and learning requirements are defined for impacted teams.
- Training plans, materials, and schedules are developed in collaboration with function experts.
- Define training metrics that demonstrate effectiveness and ensure users are equipped to adopt new processes and systems.
- Drive adoption activities to ensure smooth transitions to new systems, tools, and processes.
- Monitor and resolve adoption issues, concerns, or resistance.
- Partner with operational leaders to embed change into business processes and culture.
- Identify and track change-related risks and issues throughout the programme duration. Develop mitigation strategies and escalate critical risks when necessary. Ensuring impacts are tracked and communicated effectively.
- Establish change management KPIs and success metrics.
- Provide regular updates and reports for the Programme leadership, including Transformation Advisory Group.
- Align change activities with programme milestones and technical deployment plans.
- Coordinate change agents, or super users to support deployments.
- Highly desirable - Flemish / Dutch speaker with experience of delivering change in Belgium based projects/programmes.
- Excellent listener with demonstrable experience of translating business needs into effective and pragmatic change management strategies / approaches.
- Excellent influencer and communicator. Must be able to quickly develop trust-based relationships with senior stakeholders.
- Ideally change management qualified but must be able to demonstrate the ability to scale a methodology according to organisational size and change complexity.
- Previous experience of op model / functional model implementation in a similar operational asset / capital projects-based business context
- 10+years of defining and delivery change management strategies and tools (ideally, in a similar Belgian based environment).
- Previous experience of working in the petrochemicals industry, or similar (i.e. Oil & Gas) and broad understanding of operational excellence working practices (operations, maintenance reliability, engineering etc)
- Track record of implementing multi-discipline change programme
