Contract Specialist 
Overview
The Corporate Services Contracts Team is responsible for overseeing the Client’s indirect (non‑operations‑related) spend. Within this team, the Information Systems (IS) portfolio is a critical focus area encompassing software applications, software development consulting, hardware, SCADA systems, network projects, and telecommunications.

The Contract Specialist, Information Systems Category serves as the subject‑matter expert for strategic spend across IS sub‑categories. This role monitors market trends, develops and executes procurement strategies, supports internal stakeholder relationships, and leads key vendor management activities through Strategic Supplier Relationship Management.

Key Responsibilities
1. Strategic Planning & Demand Forecasting
  • Lead demand planning for software applications and professional services within designated IS spend categories.
  • Build strong relationships across the IS organization and operational business units to ensure procurement plans align with program and business needs.
2. Procurement & Sourcing Execution
  • Lead strategic sourcing initiatives, including preparation and execution of RFx processes for services and materials.
  • Translate business requirements into solicitation documents, evaluation criteria, and procurement tools.
  • Conduct comprehensive research using internal SMEs, vendor insights, market data, and internal systems.
  • Coordinate bid evaluations and manage interactions between clients and vendors throughout the tendering process.
  • Recommend contract awards, negotiate terms, and support approval processes with business stakeholders.
3. Contract & Supplier Management
  • Oversee ongoing contract lifecycle activities, including supplier performance management and business unit engagement.
  • Produce quarterly performance reports for key suppliers and deliver executive‑level briefings.
  • Provide expert guidance in supplier disputes, ensuring minimal escalation and timely resolution.
4. Stakeholder Engagement & Influence
  • Represent the IS Business Unit’s interests in internal meetings, working groups, and strategic initiatives.
  • Build and maintain strategic alliances, partnerships, and networks to support long‑term procurement sustainability.
  • Anticipate stakeholder reactions and proactively mitigate concerns across the IS Business Unit, operating business units, and the supplier community.
  • Influence sourcing strategies through strong communication, relationship‑building, and advisory skills.
  • Provide training and guidance on procurement and category management methodologies.
Minimum Qualifications
  • Strong relationship‑building skills with a proven history of collaborating effectively across functions and fostering a One Team environment.
  • University degree and/or designation in Business or a Supply Chain Management program.
  • Minimum 15 years of Supply Chain Management sourcing experience in Information Systems and technology contracting.
  • A combination of education and experience may be considered.
Preferred Qualifications
  • Master’s degree in a related field.
  • Experience with SAP, Ariba, and/or Power BI.
  • Excellent written, verbal, and presentation skills, including the ability to communicate complex concepts to Vice President–level stakeholders.
  • Strong aptitude for technical topics and the ability to understand detailed technical requirements for materials and services.
  • Experience with contract terms and conditions.
