Electrical & HVAC Engineer
  • Start Date: TBC 
  • Duration: 12 months renewable 
  • Location: Sohar, Oman 
  • Status: Residential 
Service Purpose: 
The Electrical and HVAC Engineer is part of the team for the client's LNG Project, a key initiative within the client's energy transition strategy. In this critical role, they will be responsible for ensuring the Completeness of Electrical and HVAC commissioning activities performed by CONTRACTOR to ensure these Systems are fully operational for plant Start-up. They will report directly to the Commissioning & Start-up Site Lead.

The Electrical and HVAC Engineer shall ensure that the preparation and execution of Operational Test/Energisation Procedures (including Black start) are in accordance with Procedure and specification for Electrical & HVAC systems. They shall also ensure mentorship and training of the future Field Operation Personnel integrated in Commissioning and Start-up Team to support a smooth start-up.

Main tasks and responsibilities
Project Phase:
Commissioning and Start-up preparation:
  • Ensure the quality and completeness of Electrical and HVAC Commissioning and start-up engineering Final Documentation (deliverables both from the Contractor and the Vendors) in compliance with Project Scope of Work, Specifications and Procedures and allowing an adequate hand-over to the Operation.
  • Ensure Contractor has identified all/any temporary equipment requirements in a timely manner to ensuring there is no impact on the schedule.
  • Monitor and follow up for his discipline the execution of commissioning (including as required FATs at manufacturer Premises).
  • Ensure any modifications are monitored through appropriate Engineering Query routine. 
  • Review and approve Black Start Procedure.
  • Assist the CSL in identifying and addressing all internal/external interface issues with respect to Commissioning and Start-up.
  • Ensure that all interface activities are managed and controlled correctly by Contractor.
  • Ensure that personal and equipment comply with local electrical regulations.
Commissioning and Start-up execution:
  • Witness and monitor Electrical and HVAC activities performed by the Contractor, ensuring that Company requirements are fulfilled. 
  • Ensure the progress is in accordance with priorities driven by the Commissioning and Start-up sequence.
  • Follow and Validate Punch list items entry / clearance related to his discipline.
  • Ensure optimal Vendor mobilization and planning for start-up of equipment.
  • Control for his discipline the execution and the reporting of OTP execution and ensure that all technical and planning information are properly recorded, collected and available for inspection/reference as required by Company policies. 
  • Report immediately any unexpected events which may affect the Commissioning of the plant or the Start up.
  • Review, assist and approve the commissioning dossiers and after completion of OTP activities, co-sign Achievement of Commissioning (AOC) and Hand-over Certificates. 
  • Ensure the equipment during and after Commissioning is suitably preserved and maintained by Contractor.
  • Ensure a smooth handover (feedback and training) to the Field Operations Team. 
  • Ensure that his discipline master files are updated and reflect the “As commissioned” status at the time of Transfer.
  • Implement company electrical isolation procedure and hand over it to operation.
Production Phase:
  • As part of the duties of the Electrical & HVAC engineer it is required to assist in the development of Electrical & HVAC learning and assessments for technicians. This role will also be active in the implementation and continual improvement of the on job training delivery which forms part of the competence assurance process. This is to create a learning culture within the organization through knowledge sharing and mentoring of assigned technicians.  
HSE: 
  • Adopt and demonstrate an exemplary behaviour with regard to HSE, apply and proactively promote the project HSE policy and regulations, particularly those applicable to Electrical and HVAC activities.
  • Ensure that all activities for his discipline will be covered by well prepared and implemented procedures and covered by a PTW.
  • Compliant with all HSE rules and regulations as per Oman Law 
Personel Development & Competency: 
  • Provide technical support to project team
  • Develop and implement Specific Training methodology to fill the gaps, ensure the effectiveness of the training.
  • Performance and KPIs management 
  • Provide coaching and mentoring for future Electrical & HVAC team to ensure operational excellence.
  • Assist commissioning, start up and Operation team when required.
  • Support the training, and development for future Electrical & HVAC team through competency-based plans.
Budget & Cost Control: 
  • Cost control of specific budget lines as delegated.
General: 
  • Ensure that safety regulations and safe work practices are applied for Electrical and HVAC work according to Company's and applicable international standards.
Technical Specifications: 
  • Identify and resolve Electrical and/or HVAC issues which are critical during Project and Operational phases.
  • Optimize the production in terms of quality, chemical consumption, process stability etc
Education Requirements
  • Master degree in Electrical and HVAC.
Language Requirements
  • Excellent knowledge of written, read, and spoken English (required) 
Background & Experience Required:
Professional Experience: +15 years’ experience in the Oil & Gas industry with proven experience with large onshore plants and LNG plants. Several years of proven experience in Commissioning and operation stage of LNG projects. 
Experience in similar position (years): +10 years’ experience.
