Job Title: Engineering QA/QC Manager
Department / Function: Facilities Management – Infrastructure Projects
Duration: 12 months renewable

Role Synopsis:

The Engineering & QA/QC Manager is responsible for leading and governing the full engineering and design assurance process across Infrastructure Projects from concept through IFC issuance and technical support during execution. Reporting to the Infrastructure Project Manager, the role provides senior technical governance, ensures compliance with Engineering Standards and international codes, coordinates with design consultants and EPC contractors, and assures that all engineering deliverables meet the required quality, constructability, and technical integrity.
The position plays a central role in multi-disciplinary coordination, Sharecat / document control governance, technical assurance, and stakeholder alignment, ensuring designs are fully compliant, technically sound, and ready for execution.

Key Accountabilities:

Engineering Governance & Leadership
•            Lead the engineering function across Concept, FEED, Detailed Design, IFC and construction support stages.
•            Ensure compliance with Engineering Standards and relevant international codes.
•            Review and approve engineering deliverables including drawings, specifications, calculations, and analyses.
•            Manage interfaces across all engineering disciplines, ensuring coordinated and constructible design solutions.
•            Chair weekly engineering progress meetings, driving issue resolution and progress across all active projects.

Consultant & Contractor Coordination
•            Manage design consultants ensuring alignment with requirements and design governance.
•            Coordinate with EPC contractors to resolve technical queries, clarifications, and scope changes.
•            Challenge consultant assumptions to ensure technical integrity and quality.
•            Review CTRs, design changes, and variation submissions from an engineering and QA/QC perspective.

Multi-Discipline Engineering & Technical Support
•            Provide subject matter oversight across all engineering disciplines.
•            Support construction teams with engineering clarifications and technical resolutions.
•            Conduct site visits to verify design assumptions and assess constructability.

Quality Assurance & Technical Compliance
•            Develop and oversee the Engineering QA/QC Plan, procedures, and acceptance criteria.
•            Lead technical audits, design reviews, and quality verification activities.
•            Ensure compliance with safety standards, regulatory requirements, and industry best practices.
•            Oversee NCR investigations, root-cause analysis, and corrective action closure.

Document Control, Sharecat & Completions Governance
•            Ensure complete and accurate Master Document Registers (MDRs) for all projects.
•            Coordinate with DCC to ensure correct Sharecat routing and document traceability.
•            Ensure LoSH compliance, tagging structure accuracy, and complete traceability across all engineering documents.
•            Support CTDB readiness and ensure compliance with construction and commissioning requirements.
•            Review design documentation to ensure accuracy and feasibility.

Stakeholder Management & Communication
•            Collaborate with PSCM, Delivery, Construction, FSM, and Operations to integrate engineering plans.
•            Support procurement with technical evaluations and vendor clarifications.
•            Conduct regular technical presentations and progress briefings.
•            Engage with external consultants and vendors for specialized expertise.

Project Execution & Innovation
•            Identify opportunities for design optimization and cost efficiency.
•            Promote innovation and modern engineering tools.
•            Manage engineering resource allocation and schedules.
•            Support continuous improvement of engineering workflows and governance systems.

Criteria & Qualifications:      
•            Bachelor’s degree in engineering (Mechanical, Electrical, Civil, Chemical or related discipline).
•            Minimum ten (10) years’ experience in engineering management, design assurance, and QA/QC.
•            Strong multi-discipline technical background.
•            Proven experience managing design consultants and EPC contractors.
•            Solid understanding of QA/QC processes and technical governance systems.
•            In-depth knowledge of international engineering standards.
•            Experience in collaborative, multidisciplinary environments.

•            Proficient in engineering tools (AutoCAD, Revit/BIM) and MS Office.
