PROCUREMENT OFFICER (SUBCONTRACTS)

The Procurement Officer (Subcontracts) will be responsible for managing the procurement of subcontracted services, ensuring compliance with organisational policies, legal requirements, and budgetary constraints. The role involves sourcing, evaluating, and negotiating with subcontractors to secure high-quality services at competitive prices, while fostering strong supplier relationships and mitigating procurement risks.
 
  • Manage the end-to-end procurement process for subcontracted services, including sourcing, tendering, negotiation, and contract award.
  • Evaluate subcontractor proposals, qualifications, and performance to ensure alignment with project requirements and organizational standards.
  • Prepare and issue Request for Proposals (RFPs), Request for Quotations (RFQs), and contracts for subcontracted work.
  • Monitor subcontractor performance, ensuring adherence to contractual obligations, delivery timelines, quality standards, and compliance requirements.
  • Maintain accurate procurement records and documentation for audits and reporting purposes.
  • Collaborate with project managers, legal, finance, and other stakeholders to ensure procurement strategies align with project objectives.
  • Conduct market research to identify potential subcontractors, assess market trends, and benchmark pricing and services.
  • Provide guidance on procurement policies, procedures, and best practices related to subcontracting.
  • Identify and manage risks associated with subcontractor engagements, including financial, operational, and compliance risks.
  Knowledge, Skills and Abilities
  • Proven experience in procurement, with a focus on subcontracting or services procurement.
  • Strong knowledge of procurement principles, contract management, and legal compliance.
  • Excellent negotiation, analytical, and problem-solving skills.
  • Proficient in procurement software, MS Office Suite, and ERP systems.
  • Strong communication and interpersonal skills, with the ability to build effective relationships with internal and external stakeholders.
  • Detail-oriented, organized, and capable of managing multiple priorities under tight deadlines.
Education and Experience Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field.
Professional certification in procurement (e.g., CIPS, CPM) (desirable)
Typically requires an undergraduate degree and broad experience or equivalent. Working Environment Standard Office Environment. May be required to travel and/or have overnight trips.  Hours worked may exceed regular schedule. Physical Effort Little chance of injury. Duties may involve sitting, standing, keyboarding with frequent flexible breaks.
