We are recruiting an experienced Camp Manager (Lead) to take overall responsibility for the accommodation camps and associated services of a large-scale onshore LNG project in Northern Mozambique. The project is in its construction phase and the camps host a large, multinational workforce.
Reporting to the Site Services Manager, you will own the overall management, operation, maintenance and performance of multiple accommodation camps and their supporting infrastructure. You will ensure the camps run safely, efficiently and in compliance with company policies, contractual requirements and applicable regulations, while maintaining a high standard of service and occupant satisfaction. You will lead a small team of camp coordinators and manage the contractors delivering camp services.
Key responsibilities
• Camp operations: run day-to-day accommodation operations; monitor and optimise occupancy; manage Personnel on Board (POB) records; coordinate mobilisation and demobilisation forecasts with HR, Logistics, Aviation and project teams; develop camp procedures, standards and service level agreements.
• Accommodation and offices: manage room allocation, transfers and visitor bookings; conduct room inspections; coordinate corrective maintenance and refurbishment; oversee camp and site offices, workspace allocation, meeting facilities and administrative supplies.
• Reception and guest services: supervise front-desk operations, check-in / check-out and visitor handling; resolve resident concerns promptly.
• Travel and logistics: review flight bookings, travel and transport schedules for residents; liaise with Aviation, Logistics and HR on personnel movements; coordinate VIP transport.
• Catering: manage catering contractors against agreed service levels; conduct kitchen and food safety inspections; review menus, dietary requirements and feedback; ensure compliance with food safety and hygiene standards.
• Housekeeping and laundry: oversee cleaning schedules, laundry operations, quality audits and consumables stock across all facilities.
• Recreation, welfare and events: manage gyms, sports and social facilities, shops and recreation rooms; coordinate resident engagement programmes, camp events, official and VIP visits including accommodation, transport, meeting rooms, catering and protocol.
• Contractor management: manage catering, housekeeping, laundry, fumigation, pest control, gardening and hospitality contracts; monitor KPIs and SLAs; run performance reviews and audits; review and approve invoices and service reports.
• Facility inspection and maintenance: inspect buildings, kitchens, laundries, recreational facilities, offices and communal areas; coordinate corrective actions and preventive maintenance with the Maintenance Department.
• Fleet: coordinate camp vehicle requirements, allocation, scheduling and maintenance with fleet management.
• Reporting and budget: produce occupancy, POB, KPI and contractor performance reports; prepare monthly forecasts; manage budgets and operational expenditure within approved limits.
Experience required
• Hotel or catering management certification, or a minimum of 10 years in logistics operations and camp management at supervisor / superintendent level, with a sound general knowledge of the oil and gas industry.
• Full understanding of the areas critical to large complex projects: safety, environment, work organisation, cost, schedule, quality, organisational competency and reputational risk.
• Strong HSE culture and safety leadership; effective communication and leadership skills with the ability to influence critical decisions.
• Strong written and spoken English. Portuguese or French is an advantage.
• Previous experience on remote sites with limited infrastructure, ideally in Africa, and comfort working on a rotational basis.
Working environment
The site is remote, in Northern Mozambique, with limited infrastructure and communications. Health and security mitigation measures apply (including malaria prevention). Accommodation, meals and project travel are provided on site during rotation.

This is the JD's stated minimum. Afungi is a large multi-camp operation; a candidate without this depth will not be credible in front of the Site Services Manager.

Food-borne illness in a remote camp is a direct HSE and schedule risk. Supply chain to Northern Mozambique is constrained, so menu planning and stock control matter.
5 Soft-services contract and KPI management Management of catering, housekeeping, laundry, fumigation, pest control, gardening and hospitality contracts; monitoring of contractual obligations, KPIs and SLAs; performance reviews and audits; review and approval of contractor invoices and service reports.
Camp services at TEPMA1 are fully contracted. The role is a contract holder role as much as an operational one.
6 HSE culture and safety leadership Strong HSE culture with demonstrated safety leadership; ability to enforce company HSE requirements across contractors and camp occupants; familiarity with site health mitigation measures (malaria, pandemic protocols).
Afungi operates under malaria, pandemic and general security mitigation measures. Camp hygiene and welfare are core to the project's HSE objectives.
7 Facility inspection and maintenance coordination Routine inspection of accommodation, kitchens, laundries, offices, recreational and communal areas; identification of defects and coordination of corrective and preventive maintenance with the Maintenance Department; monitoring of furniture, fixtures, appliances and utilities.
Remote-site infrastructure is unreliable and spare parts lead times are long; early defect detection and a working preventive maintenance programme protect camp availability.
8 Reporting, forecasting and budget control Production of occupancy, POB, KPI, contractor performance and camp performance reports; monthly accommodation forecasts; management of budgets and operational expenditure within approved limits.
Camp services are a visible cost line on a project under lender and JV scrutiny. The Site Services Manager and Site Director expect disciplined reporting.

The Camp Manager works daily with the EPC Contractor and a largely Mozambican workforce in a rotational, high-pressure setting.
