The Cost Estimator/Senior Cost Engineer is responsible for focusing on project controls, estimating, benchmarking, and cost management within engineering and construction projects.

Responsibilities:
  • Prepare and review multi-disciplinary cost estimates using appropriate tools and systems to support cost estimation at various levels of detail, including order-of-magnitude estimates, high-level estimates, and detailed estimates to support project decision-making.
  • Prepare and review CCE (Counter Cost Estimates), including cost estimation for defects and damaged works.
  • Perform comprehensive analysis and cost validation using internal and external benchmarking data, historical indices, and component benchmarking.
  • Provide support for selection studies and optimization initiatives during project development.
  • Discuss, coordinate, and resolve estimating inputs and queries with project teams and subject matter experts within the organization to ensure estimate quality and accuracy.
  • Ensure all assumptions and clarifications are properly documented.
  • Work closely with Project Management, Project Controls, Contracts, and Construction teams to review cost-related items throughout the project lifecycle, such as subcontractor proposals and contractor field instruction costs.
  • Review contractor estimates to ensure compliance with agreed rates, terms, and conditions.
  • Support project teams in identifying, evaluating, and assessing project costs, forecast-to-complete (FTC), and cost performance to provide early warning of potential cost overruns.
  • Perform Project Closeout Statistics, including compilation of key statistical data and benchmarking information related to planning, cost management, and overall project information across engineering, procurement, and construction activities.
  • Conduct cost reconciliation against previous estimates as the project develops and prepare data updates for the estimating database.
  • Mentor and support the review of estimates prepared by other Cost Engineers to ensure accuracy, completeness, and compliance with the defined scope of work.


Qualifications
  • Bachelor's Degree in Engineering.
  • Minimum 10 years of experience in cost estimating within the refinery or petrochemical industry.
  • Proven experience in both high-level (conceptual) and detailed cost estimating.
  • Experience in estimating for both local and international projects, including the application of industry norms, rates, and estimating factors.
  • Strong leadership capabilities with a proactive mindset and a high level of integrity.
  • Excellent command of written and spoken English.
  • Ability to work effectively in a dynamic and challenging environment.
  • Strong analytical and problem-solving skills, with the ability to work collaboratively as part of a team.
