Layout & Piping Engineering Manager – Major Brownfield Energy Project Location: Rotterdam, Netherlands

For a major brownfield energy project in the Rotterdam area, we are looking for an experienced Layout & Piping Engineering Manager to join the client’s Owner’s Engineering Team.

The Project The project involves the integration of a new power generation facility with an existing operational refinery. This creates a technically challenging brownfield environment with significant interfaces, tie-ins and modifications to existing infrastructure.

The piping scope includes production lines, tank areas, main utilities, drainage, firewater, flare connections and smaller utility systems.

With the EPCM contractor appointed, the Owner’s Team is being strengthened with senior engineering professionals who will provide technical oversight and ensure the design meets the client’s technical, operational and safety requirements.

The Role As Layout & Piping Engineering Manager, you will act as the client-side technical lead for Layout & Piping, working closely with the EPCM contractor, the Rotterdam site organisation and international engineering stakeholders.

Your responsibilities will include:

• Providing technical leadership for Layout & Piping throughout the project
• Reviewing and challenging EPCM engineering designs and deliverables
• Overseeing plant layout, piping design, routing and equipment interfaces
• Managing brownfield interfaces and tie-ins between existing and new facilities
• Reviewing piping specifications, layouts, 3D models and relevant engineering documentation
• Monitoring engineering quality, scope, progress and technical risks
• Ensuring constructability, operability and maintainability are considered throughout the design
• Coordinating technical input from operations, maintenance and site stakeholders
• Supporting procurement, technical evaluations and site activities
• Resolving piping and layout-related technical issues with the EPCM contractor
• Ensuring compliance with applicable engineering, HSE and site standards
• Working closely with Process, Mechanical, Civil, Electrical and Automation & Instrumentation disciplines to manage project interfaces
  
  

Your Background We are looking for someone with:

• A Bachelor’s or Master’s degree in Mechanical Engineering or another relevant engineering discipline
• Significant Layout & Piping Engineering experience within refinery, petrochemical, chemical, energy or other complex process facilities
• Proven experience on large brownfield capital projects
• Experience within EPC/EPCM project environments, preferably from an Owner/Client perspective
• Strong experience with plant layout, piping systems, utility systems and brownfield tie-ins
• Experience reviewing and challenging EPCM contractor engineering
• Strong understanding of constructability, operability and maintenance requirements
• Experience working within operational industrial sites
• Strong contractor and stakeholder management skills
• Familiarity with Dutch industrial requirements and relevant European and local standards is highly desirable
• Professional working proficiency in English; Dutch is a strong advantage
  
  

The initial assignment is expected to be 12 months, with the wider project anticipated to continue for approximately 2.5 years. Both contract and freelance professionals can be considered.

We are also strengthening the wider Owner’s Engineering Team across several other engineering disciplines as part of the same project.
