Position Title: JS.CMS.021 Administrator ICCSD NGI
Grade: NJS 11
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Administrator ICCSD NGI within the ICCSD unit based in Waigani.
Role Overview:
The primary responsibility of the Administrator ICCSD NGI is to implement, maintain, and optimize the electronic civil case management system, and ensure ICCSD is available to the users twenty-four hours a day. The administrator is responsible for monitoring data input by Law and Justice Sector (L&JS) users and liaising with responsible parties to correct and ensure timely resolution of data discrepancies, ensures seamless case management, enabling data accuracy and integrity throughout the entire criminal case management system. The incumbent is responsible for system installations and optimization of the system for maximum and continuous performance. Supreme Court Act. National Court Act. Sheriff Act. Supreme Court Rules. Key Responsibilities
- Systems Installations and Customization: Install ICCSD application and monitor system to ensure server capacity and performance not compromised in liaison with Information and Technology Department (ITD) and the Database Support Team.
- Administrator's primary responsibility is to configure and customize the electronic case management system to align with the L&JS ’s specific case actioning requirements. This involves tailoring the system's settings, workflows, and features to optimize its functionality for efficient case management.
- Testing new initiations on test sites and producing results and recommendations to Manager ICCSD for consideration and implementation.
- Data and Systems Security: In consultation with ITD and the Database Support team monitor ICCSD System for possible illegal intrusion and escalate suspicious instances to Manager ICCSD.
- Devising and implementing best practice user access controls.
- Data Quality Control: Device an effective schedule to continuously monitor and escalate court user data input.
- If issues persist, in consultation with Manager ICCSD, initiate meetings and discussions with appropriate stakeholders.
- Backup and Disaster Recovery Management: Backup data and store in safe environment.
- Scheduled test restorations and restore system and data in the event of system failure.
- User Training and Support: Conduct one-on-one user training for different categories of users. Provide support to these users.
- A Diploma in computer science, information technology, or related fields.
- 3 years’ experience in system administration, preferably with experience in managing electronic content or case management systems.
- Experience in implementing data security measures and disaster recovery plans.
- Exposure to system integration with other enterprise-level systems is advantageous.
- Proficiency in operating systems (e.g., Windows) and database management systems (Java) Knowledge of electronic case management concepts and best practices.
- Familiarity with data encryption methods, access controls, and user authentication mechanisms.
- Knowledge of system monitoring and performance optimization tools.
- Strong sense of responsibility and dedication to maintaining a highly functional and secure ICCSD.
- Ability to work independently and take initiative in identifying system improvement opportunities.
- Adaptability to handle evolving technologies and changing organizational needs.
- Excellent organizational and time management skills to prioritize tasks effectively.
- Integrity and trustworthiness in handling sensitive case data and system access.
- A Degree in computer science, information technology, or related fields.
- Any relevant certifications in system administration, database management, or cybersecurity.
- Exposure to system integration with other enterprise-level systems is an advantage.
