Position Title: JS.CMS.027 Database Administrator CDS
Grade: NJS 12
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Database Administrator CDS within the CDS unit based in Waigani.
Role Overview:
The primary responsibility of Database Administrator for Case Docketing System (CDS) is to plan, implement, maintain, and optimize CDS system, and ensure CDS are available to the users twenty-four hours a day. The incumbent is responsible for configuration of systems and data security measures for protection of Judiciary’s case information. Supreme Court Act. National Court Act. Sheriff Act. Supreme Court Rules. National Court Rules. Practice Directions.

Key Responsibilities
- Systems Installations and Customization: Plan, and implement installations, upgrades, security, redundancy, and customization for Judiciary’s CDS systems.
- Data Security and Integrity: Establish and enforce robust data security measures.
- Collaboration: Liaise and communicate physical systems requirements with Manager CDS and Information Technology Division (ITD)
- Backup and Disaster Recovery Management: Backup and safe storage of backed data.
- Test Installation: Plan and carry out our test data restorations and redundancy systems to test systematic recovery in the event of systems failure.
- User Training and Support Management: Conduct user training, coordinate user consultative meetings and enforce acceptable customer support response.
- Integration with Other Systems: Plan and initiate schemes to integrate data into CDS with other relevant systems, such as document management which enhances data compilation and analysis.
- Management Reporting: Produce management Reports to the Director Case Management Systems and or the Registrar.
- Team Management and Issue Resolution: Promptly addressing and resolving system issues and user queries to minimize disruptions in case management operations.
- Process Documentation: Schedule, develop and system processes, systems and user policies and maintain and such documentation for ease of access for future references.
- A Bachelor’s degree in computer science, information technology or related fields.
- 4 years’ experience in system administration, Database Administration preferably with experience in managing electronic content or case management systems.
- Familiarity with Database programming.
- Experience in implementing data security measures.
- Exposure to disaster recovery procedures.
- Proficiency in operating systems (e.g., Windows) and database management systems (Java) Knowledge of electronic case management concepts and best practices.
- Understanding of structured query language (SQL).
- Knowledge of relational database management systems (RDBMS), XML DBMS and Object-Oriented DBMS.
- Software Development Life Circle.
- Knowledgeable in Supreme and National Courts’ registry processes and procedures.
- Knowledge of system monitoring and performance optimization tools.
- Strong sense of responsibility and dedication to maintaining a highly functional and secure CDS.
- Ability to work independently and take initiative in identifying system improvement opportunities.
- Adaptability to handle evolving technologies and changing organizational needs.
- Excellent organizational and time management skills to prioritize tasks effectively.
- Integrity and trustworthiness in handling sensitive case data and system access.
- A Degree in Database Programming, Computer Science, or related fields.
- Any relevant certifications in system administration, database management, or cybersecurity.
- 3 years or more experience in system integration with other enterprise-level systems is an advantage.
- PostgreSQL Database.
- Linux Operating System.
- Problem-solving and good analytical skills.
