Position Title: JS.CMS.036 Senior Database Administrator
Grade: NJS 11

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Senior Database Administrator within the Database unit based in Waigani.

Role Overview:

The Senior Database Administrator is responsible for the advanced administration, performance management, and technical leadership of database systems within the Case Management System (CMS) environment. The role ensures that databases operate with optimal performance, security, and high availability, supporting critical court systems such as IECMS, ICCSD, and PNGLin. The position provides technical guidance to Database Administrators and Database Officers, while assisting the Manager in database design, planning, and implementation. The Senior Database Administrator plays a key role in ensuring system reliability, managing complex database issues, and supporting continuous improvement of database services. Supreme Court Act. Key Responsibilities
  • Database Administration & Management
  • Administer and maintain enterprise database systems
  • Implement advanced database configuration and tuning
  • Monitor system performance and ensure optimal operation
  • Troubleshoot and resolve complex database issues
  • Performance Optimisation
  • Analyse and optimise queries and database workloads.
  • Identify performance bottlenecks and implement solutions.
  • Monitor storage, indexing, and resource utilisation.
  • Backup & Disaster Recovery
  • Design and implement backup strategies
  • Perform recovery testing and validation.
  • Support disaster recovery planning and readiness.
  • Security & Access Management
  • Implement and enforce database security controls.
  • Manage user privileges and access rights.
  • Monitor for security risks and vulnerabilities.
  • Technical Leadership & Support
  • Provide technical guidance to Database Administrators and Officers.
  • Review work and ensure adherence to standards.
  • Assist in training and staff development.
  • System Support
  • Provide backend support for critical systems (IECMS, ICCSD, PNGLin, Court Script).
  • Collaborate with application teams on system integration.
  • Reporting & Documentation
  • Maintain technical documentation.
  • Support reporting and data analysis requirements.
  • Assist in audit and compliance reporting.
Required Qualifications and Experience
  • A Diploma in computer science, information technology, or related fields.
  • Minimum 3 years in database administration.
  • Proven experience in managing enterprise database systems.
  • Experience working with Linux and Windows server environments.
  • Experience in performance tuning, backup, and recovery.
  • Advanced database administration (PostgreSQL, Oracle, SQL Server).
  • Query optimisation and performance tuning.
  • Backup and disaster recovery processes.
  • Database security and access control.
  • Understanding of system architecture.
  • Strong analytical thinking Attention to detail Integrity and confidentiality.
  • Ability to work under pressure.
Preferred
  • A Degree in computer science, information technology, or related fields.
  • 3 years’ experience or more to system integration with other enterprise-level systems is an advantage.
