Position Title: JS.CMS.038 Database Officer
Grade: NJS 05
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Database Officer within the Database unit based in Waigani.
Role Overview:
The Database Officer is responsible for providing operational and user-level support for the organisation’s database systems within the Case Management System (CMS) environment. The role ensures the accuracy, consistency, and proper handling of data, while supporting database administrators in maintaining system performance and reliability. The Database Officer performs basic database configuration, data management, and reporting tasks, while assisting users in accessing and using system data effectively. The position contributes to the smooth operation of court systems such as IECMS, ICCSD, and PNGLin, ensuring that data is properly maintained in accordance with court. Supreme Court Act. National Court Act. Sheriff Act. Supreme Court Rules. National Court Rules. Practice Directions.

Key Responsibilities
- Database Operations
- Perform basic database configuration and updates
- Enter, update, and validate system data.
- Assist in maintaining database records and structures.
- Perform routine system checks and monitoring.
- Data Management
- Ensure accuracy and completeness of data.
- Identify and report data inconsistencies or errors.
- Maintain proper data records and documentation.
- System & User Support
- Assist users with accessing system data.
- Provide basic troubleshooting support.
- Escalate complex issues to Database Administrators.
- Reporting & Support Services
- Generate standard operational reports.
- Assist in compiling data for management reporting.
- Support audit and data verification exercises.
- Team Support
- Assist Database Administrators in backup and maintenance tasks.
- Support system upgrades and testing activities.
- A Certificate in computer science, information technology, or related fields.
- 2 years’ experience in system administration, preferably with experience in managing electronic content or case management systems.
- Familiarity with the specific software being used by the Judiciary is highly beneficial.
- Experience in implementing data security measures and disaster recovery plans.
- Exposure to system integration with other enterprise-level systems is an advantage.
- Proficiency in operating systems (e.g., Windows) and database management systems (Java).
- Knowledge of electronic case management concepts and best practices.
- Understanding of structured query language (SQL).
- Knowledge of relational database management systems.
- Software Development Life Circle.
- Knowledgeable in Supreme and National Courts’ registry processes and procedures.
- Knowledge of system monitoring and performance optimization tools.
- Strong sense of responsibility and dedication to maintaining a highly functional and secure Judiciary’s database systems.
- Ability to work independently and take initiative in identifying system improvement opportunities.
- Adaptability to handle evolving technologies and changing organizational needs.
- Excellent organizational and time management skills to prioritize tasks effectively.
- Integrity and trustworthiness in handling sensitive case data and system access.
- A Diploma in computer science, information technology, or a related fields.
- Any relevant certifications in system administration, database management, or cybersecurity.
- 2 years’ experience or more exposure to system integration with other enterprise-level systems is an advantage.
