Position Title: JS.CMS.040 Database Administrator
Grade: NJS 09

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Database Administrator within the Database unit based in Waigani.

Role Overview:

The Database Administrator is responsible for the administration, maintenance, and support of organisational database systems within the Case Management System (CMS) environment. The role ensures that databases operate with high availability, performance, and security, supporting court operations and critical systems such as IECMS, ICCSD, and PNGLin. The Database Administrator performs database configuration, monitoring, backup, and troubleshooting, while supporting system users and collaborating with senior technical staff. The position plays a key role in maintaining reliable database services while ensuring compliance with court policies and data governance standards. Supreme Court Act. National Court Act. Key Responsibilities
  • Database Administration
  • Install, configure, and maintain database systems.
  • Monitor database performance and system health.
  • Perform regular maintenance and updates.
  • Troubleshoot database-related issues.
  • Performance Monitoring & Optimisation
  • Monitor query performance and system usage.
  • Identify and resolve performance bottlenecks.
  • Assist in database tuning and optimisation.
  • Backup & Recovery
  • Perform routine backups and verify data integrity.
  • Assist in disaster recovery planning and testing.
  • Ensure recovery procedures are documented and tested.
  • Security & Access Management
  • Manage database user accounts and permissions.
  • Implement and enforce security standards.
  • Monitor for unauthorized or suspicious activity.
  • System & User Support
  • Provide technical support to system users.
  • Assist in resolving database-related application issues.
  • Escalate complex issues to Senior Database Administrator.
  • Reporting & Documentation
  • Maintain database documentation and system records.
  • Assist in generating reports and data extracts.
  • Support audit and compliance reporting.
  • Team Support
  • Provide guidance to Database Officers.
  • Assist in system upgrades, testing, and deployments.
Required Qualifications and Experience
  • A Diploma in computer science, information technology, or related fields.
  • Prior experience in system administration, preferably with experience in managing electronic content or case management systems.
  • Familiarity with the specific software being used by the Judiciary is highly beneficial.
  • Experience in implementing data security measures and disaster recovery plans.
  • Exposure to system integration with other enterprise-level systems is an advantage.
  • Proficiency in operating systems (e.g., Windows) and database management systems (Java).
  • Knowledge of electronic case management concepts and best practices.
  • Understanding of structured query language (SQL).
  • Knowledge of relational database management systems.
  • Software Development Life Circle.
  • Knowledgeable in Supreme and National Courts’ registry processes and procedures.
  • Knowledge of system monitoring and performance optimization tools.
  • Strong sense of responsibility and dedication to maintaining a highly functional and secure Judiciary’s database systems.
  • Ability to work independently and take initiative in identifying system improvement opportunities.
  • Adaptability to handle evolving technologies and changing organizational needs.
  • Excellent organizational and time management skills to prioritize tasks effectively.
  • Integrity and trustworthiness in handling sensitive case data and system access.
Preferred
  • A Degree in computer science, information technology, or a related field with appropriate systems/skills certifications Any relevant certifications in system administration, database management, or cybersecurity
  • 3 years or more experience to system integration with other enterprise-level systems is an advantage.
