Position Title: JS.CRO.081 Senior Database & Records Officer
Grade: NJS 12

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Senior Database & Records Officer within the Court Reporting Service division based in Waigani.

Role Overview:
The Senior Database & Records Officer will report to & support the Team Leader CRS Database by maintaining an efficient and secure database system, facilitating the smooth operation of court reporting services. This role supervises the usage and data entry practices to uphold robust backup and recovery protocols. It also ensures compliance with the CRS Charter, particularly in handling client requests for transcripts and court audio, thus safeguarding the integrity and accessibility of court records.

Key Responsibilities

  • Maintain the records of all communication and records of payments in the CRS online database for appropriate advice to the clients and senior CRS management.
  • Supervise subordinate staff in the input of data of court proceedings, filing and archiving recordings and master transcripts and attend to clientele requests for transcripts and court audio in accordance with the CRS Charter.
  • Collect and record in the online CRS database the analogue and digital file identification per case and archival location of all recordings of court proceedings throughout PNG.
  • Retrieve tapes and digital files for production of transcripts.
  • The formulation of Judicial workload statistics for the Chief Justice.
  • Identify and implement continuous improvement strategies for database management and operations.
  • Enhance communication channels between database users, clients, and management, ensuring clarity and efficiency.
  • Develop and implement strategies for data risk management, including disaster recovery plans.
  • Explore and integrate new technologies to enhance database functionality and user experience.
  • Perform other duties as assigned.
Required Qualifications and Experience
  • Degree in Information Technology or equivalent.
  • 4 years’ of work experience in database management in government or private sector.
  • Thorough knowledge of court reporting processes and terminology.
  • Working knowledge of basic principles of database management and data security protocols.
  • General knowledge and understanding of legal compliance requirements related to court records and client services.
  • Thorough knowledge in data analysis and statistical reporting to support judicial and organizational decision-making.
  • Skills required for this role.
  • Analytical skills to assess database performance and identify improvement areas.
  • Leadership and management skills to effectively supervise staff and direct database operations.
  • Communication skills to interact with clients, staff, and stakeholders effectively.
  • Adaptability and flexibility to manage sudden changes in workload.

Preferred
  • Degree in Information Technology, Computer Science or related field with a focus on database management.
  • 4 years or more experience in database management, preferably in a court reporting or similar legal environment, including leadership or supervisory roles.
