Position Title: JS.FIN.008 Certifying Officer
Grade: NJS 11
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Certifying Officer within the Accounts unit based in Waigani.
Role Overview:
To ensure the integrity and accuracy of the financial operations within the Judiciary by reviewing, authorizing, and overseeing financial transactions and reports. The Finance Certifying Officer plays a critical role in maintaining financial compliance and supporting decision-making processes through rigorous financial analysis and certification.

Key Responsibilities
- Review and certify financial transactions for compliance with NJSS Admin Order including approved and established policies and regulations.
- Conduct regular financial analysis to identify trends, discrepancies, and opportunities for improvement.
- Coordinate the preparation and certification of financial statements and reports.
- Coordinate with divisional heads and senior managers to ensure budget compliance and financial efficiency.
- Develop and implement financial policies and procedures to improve accuracy and compliance.
- Serve as the primary point of contact for internal and external audits.
- Provide training and guidance on financial compliance and best practices.
- Monitor financial legislation and standards to ensure organizational compliance.
- Implement risk management practices and controls to protect Judiciary’s financial integrity.
- Facilitate the continuous improvement of financial systems and processes.
- All other duties as directed by authority in relation to and as applicable to the position.
- Diploma in Accounting/Commerce or related.
- 3 years of experience in finance or accounting, with at least 2 years in a certifying role.
- Strong understanding of financial principles, accounting standards, and compliance regulations.
- Proficient in financial software and systems.
- Excellent analytical, problem-solving, and decision-making abilities.
- Effective communication and interpersonal skills.

- Bachelor’s degree in accounting/commerce or related.
- 3 plus years in certifying role.
