Position Title: JS.HRM.011 Staff Welfare Officer
Grade: NJS 10
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Staff Welfare Officer within the Employment Relations unit based in Waigani.
Role Overview:
The Welfare/Counselling Officer plays a crucial role in fostering a supportive and inclusive workplace at the National Judicial Staff Services (NJSS). This position aims to provide both immediate and effective welfare services and emotional support to NJSS management and staff. By offering guidance and assistance during times of need, the Welfare/Counselling Officer helps cultivate a work environment that values diversity, promotes staff engagement, and positions the NJSS as an employer of choice.

Key Responsibilities
- Serve as a mediator between staff and management, advocating for the interests of both parties.
- Provide rapid, solution-focused support during crises, available on-call as needed.
- Assess welfare needs with professionalism, arranging necessary support or referrals.
- Offer emotional and practical support to those facing serious illness or bereavement, including appropriate referrals.
- Recognize and report safeguarding issues immediately, maintaining confidentiality and professionalism.
- Uphold professional boundaries and facilitate a respectful and inclusive workplace culture.
- Monitor, address, and resolve incidents of sexual harassment promptly.
- Provide counselling to support staff well-being and monitor progress.
- Communicate staff welfare needs, organize relevant training and awareness initiatives.
- Maintain detailed records of welfare activities and interventions.
- Perform additional tasks as directed by the Manager, Employment Relations.
- Diploma in social work or a related field with welfare certification at Level 3.
- 3 years in a social care or welfare role, with demonstrated ability to travel regularly.
- Expertise in counselling, active listening, and a non-judgmental approach.
- Understanding of psychology and teaching methods for designing courses.
- High level of sensitivity, patience, and the ability to remain calm in stressful situations.
- Customer service skills with a focus on empathy and support.
- Committed.
- Integrity-driven.
- Supportive of all staff, with a focus on trust, encouragement, and staff development.
- Similar to the required qualifications, with additional certifications or training in mental health first aid, diversity and inclusion, or conflict resolution seen as a plus.
- 3-5 years’ work experience in similar role.
