The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. Role Overview:
The Payroll Monitoring & Compliance Officer – Contracts is responsible for monitoring the integrity, accuracy and compliance of payroll administration processes relating to all contract employees across the National Judicial Staff Services, including officers engaged at Headquarters and Provincial Registries. The position provides independent oversight of payroll transactions affecting contract employees by conducting payroll validation, compliance monitoring, quality assurance activities and technical verification of payroll calculations to ensure payroll operations and transactions comply with legislation, NJSS Human Resource policies, delegated authorities, approved contract conditions, established internal controls and payroll procedures. The position serves as the technical assurance point for all payroll calculations relating to contract employees, ensuring salaries, contract allowances, deductions, leave entitlements and records, overtime, salary adjustments, recoveries, taxation, superannuation and commencement, renewal and cessation/final entitlements are correctly calculated, accurately applied to the appropriate payroll category, properly authorised and supported by relevant documentation prior to payroll processing. The role contributes to safeguarding public funds by ensuring all contract payroll transactions and entitlement calculations are lawful, accurate, properly authorised and fully supported by appropriate documentation, while promoting continuous improvement in payroll governance and internal controls.
Key Responsibilities
  • Conduct compliance checks for all contract employee payroll transactions to ensure accuracy, completeness and compliance with approved employment contracts, NJSS policies, procedures and legislative requirements for processing.
  • Review contract employee payroll documentation and supporting records to verify that all payroll transactions, contract appointments, renewals, extensions, variations, remunerations, adjustments, deductions, overtime, leave payments, terminations, and final entitlements are properly authorized, compliant with contract conditions, legislation and accurately reflect approved employment conditions and arrangements.
  • Independently validate and verify all contract employee payroll calculations to ensure salaries, allowances, recoveries, taxation, contract entitlements, and final entitlements are accurately calculated, correctly applied and processed against the appropriate payroll categories.
  • Investigate contract employee payroll irregularities, payment discrepancies, contract related-payroll issues and suspected breaches of payroll procedures and prepare reports with recommendations for corrective action and compliance improvement.
  • Maintain comprehensive contract employee payroll monitoring records, contract compliance registers, verification documentation, investigation files and audit evidence to support management reporting and audit requirements.
  • Prepare periodic contract employee payroll compliance reports, risk assessments, statistical summaries and management information for the Team Leader Monitoring & Compliance and Manager Payroll Services.
  • Provide advice and guidance to payroll staff, Human Resource officers, Contract employees on payroll governance requirements, contractual obligations, compliance standards and internal control procedures.
  • Participate in payroll system enhancement initiatives, contract payroll process reviews, policy development, business process improvements and implementation of strengthened payroll controls relating to contract employee payments.
  • Promote a culture of integrity, accountability and continuous improvement by identifying emerging payroll risks, recommending control improvements and supporting effective governance initiatives of NJSS contract employment arrangements.
  • Perform all other duties and tasks consistent and related to the qualifications and requirements of the position as assigned and delegated by the Director HR and/or NJSS management.
Required Qualifications and Experience
  • Diploma in Business Administration, Human Resource Management (HRM), Commerce, Accounting or related field.
  • Accounting Certification.
  • Business Information Systems (with Ascender Payroll/HRIS experience).
  • 3 years’ proven experience in payroll administration, payroll compliance, payroll auditing, salary administration or payroll accounting in the Public Sector HRM and Payroll Administration.
  • Demonstrated experience using a computerized payroll system – Ascender Pay System would be an advantage.
  • Experience interpreting employment conditions, payroll legislation, industrial awards, and payroll & HR policies.
  • Experience in computing complex payroll transactions and employee separation/final entitlements.
  • Sound understanding of Public Sector HR and Payroll management.
  • Sound knowledge of Payroll legislation, procedures and taxation requirements applicable to PNG.
  • Demonstrated knowledge of Public sector payroll administration and internal control principles.
  • Excellent communication skills, both verbal and written.
  • Math and analytical skills.
  • Attention to detail, meticulous and exceptional problem-solving skills.
  • Payroll risk management & reporting.
  • Competent IT skills, particularly proficiency in MS Excel for payroll analysis and validation.
  • Sound knowledge in computerized payroll system (preferably Ascender Pay).
  • Sound knowledge of payroll calculations including: Salaries and wages; Allowances & Overtime; Leave calculations & salary increments; Deductions, & Recoveries; Separation & Final Entitlements.
  • Attention to detail - crucial for accurately administering payroll calculations.
  • Integrity - high ethical standards and confidentiality are essential.
  • Commitment to accountability, governance, and continuous improvement.
  • Organizational Skills – essential as payroll involves handling multiple priorities under tight deadlines.
  • Analytical Skills - ability to understand and interpret complex payroll laws and tax regulations is vital.

  • Communication Skills - must be able to explain payroll issues and regulations effectively.
  • Problem-Solving Skills - ability to identify issues quickly and find effective solutions.
  • Technical Proficiency - strong understanding of payroll software and systems is necessary.
  • Proficiency in technology helps in efficient data management and reporting.
Preferred
  • Advanced Diploma in Payroll Administration, Accounting (Audit & Taxation) or Finance.
  • Professional membership or certification in Human Resources, Accounting, Internal Audit, or Payroll Administration.
  • Training in fraud detection, internal controls, compliance monitoring, or risk management.
  • Experience working within the PNG Public Service or a statutory authority.
  • 3-5 years or experience working within the PNG Public Service or a statutory authority.
