Position Title: JS.HRM.051 OD Officer – Compliance
Grade: NJS 09
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of OD Officer – Compliance within the OD & Recruitment unit based in Waigani.
Role Overview:
The Organizational Development Officer - Compliance oversees ensuring that all Human Resources (HR) activities align with legal requirements and internal policies, focusing specifically on compliance aspects. This role is pivotal in maintaining organizational integrity, reducing legal risks, and enhancing overall HR functions through compliance. The position involves close collaboration with the Establishment & Statistics Officer to manage processes such as employee retirement, ensuring seamless adherence to regulations and organizational policies.

Key Responsibilities
- Monitor and interpret new and existing employment laws to ensure the organization's HR practices are compliant.
- Collaborate with HR and legal teams to develop, update, and implement HR policies and procedures.
- Organize and conduct training sessions on HR legal requirements for staff at all levels.
- Perform regular compliance audits and prepare detailed reports on findings and recommendations.
- Serve as the point of contact for compliance-related questions or concerns within the HR department.
- Facilitate employee transition processes, such as higher duty allowances claims, retirement etc., adhere to all relevant laws and regulations, in coordination with the Establishment & Statistics Officer.
- Maintain comprehensive records of compliance activities, audits, and employee training.
- Advise on the compliance implications of various HR strategies and initiatives.
- Implement corrective actions and follow-up measures to address compliance deficiencies.
- Stay informed about changes in employment law and best practices in HR compliance.
- Any other duties as directed by management.
- Diploma in Human Resource Management, Business Management or a related field.
- 3 years of experience in an HR compliance role, with demonstrable knowledge of employment laws and HR practices.
- Deep knowledge of employment law and HR best practices.
- Analytical skills to assess compliance risks and develop mitigation strategies.
- Effective communication and training skills to educate staff on compliance matters.
- Proficiency in HR information systems and data analysis.
- High ethical standards and professionalism.
- Detail-oriented with a proactive approach to identifying and resolving compliance issues.
- Interpersonal skills to collaborate effectively across departments.
- Organizational skills with the ability to manage multiple priorities simultaneously.
- Diploma in Human Resource Management or related fields.
- 3-5 years’ work experience in similar role.
