Position Title: JS.ITB.018 Web Developer
Grade: NJS 11

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Web Developer within the Applications and Systems unit based in HQ - Waigani, POM.

Role Overview:
To provide dedicated IT support for all at Waigani. Improving and maintaining the organizational website using standard PHP/HTML/CSS practices and others. Working closely with other team members and management to produce the website. Constant communication with other colleagues in the organization to develop and deploy their content – and ensuring there is a clear establishment of what can be created within what timeframe and clear chain of approvals. Researching different software programs, maintaining software documentation Implementing contingency plans in case the website goes down. Maintaining and expanding/enhancing the website and web applications. Establish a good working relationship with staff of the Corporate and Registry at Waigani. Ensure visions of the organization are implemented in terms of IT aspects of the vision. Report to Team Leader and Manager any issues that require escalation or their intervention, approval, or opinion. National Judicial Staff Service Act 1987 and other relevant legislation. Standard Operational Procedures.

Key Responsibilities
  • Website and software application designing, building, or maintaining.
  • Using scripting or authoring languages, management tools, content creation tools, applications, and digital media were required in web and web portals.
  • Conferring with teams to resolve conflicts, prioritize needs, develop content criteria, or choose solutions.
  • Directing or performing website updates.
  • Developing or validating test routines and schedules to ensure that test cases mimic external interfaces and address all browser and device types.
  • Editing, writing, or designing Website content, and directing team members who produce content.
  • Maintaining an understanding of the latest Web applications and programming practices through education, study, and participation in conferences, workshops, and groups.
  • Assisting internal customers with access and content updating needs.
  • Logging incidents and services requests with the Helpdesk System.
  • Performing other duties as required by the Team Leader, Manager, and the IT Director.
Required Qualifications and Experience
  • Diploma in computer science or information Systems or equivalent.
  • 3 years in Web Development and Web Applications.
  • Relevant IT/Industry experience in Web Servers and SQL Servers.
  • Thorough functional knowledge and coding experience.
  • Basic knowledge of Search Engine Optimisation.
  • Proficient in JavaScript, HTML, CSS, PHP etc.
  • Proficient in My SQL and SQL Server.
  • Display confidence when dealing with people, with well-developed written and verbal communication skills.
  • A natural collaborator and problem solver.
  • Ability to adapt and adjust to changing processes, constantly seeking process improvement.

Preferred
  • Bachelor’s degree in computer science or information Systems or equivalent.
  • 3+ years in Web Development and Web Applications
This Web Developer role requires adaptability, sound judgement, and a strong commitment to reliable service.
