Position Title: JS.ITB.068 E-Judiciary Special Project Officer
Grade: NJS 11
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of E-Judiciary Special Project Officer within the Infrastructure unit based in Waigani, POM.
Role Overview:
This position is responsible for the continuous planning, coordinating, executing and monitoring of strategic digital transformation projects developed and planned by for by the E-Judiciary Team. Assist rollout E-Judiciary key initiatives. Work with IT Division staff to ensure E-Judiciary Initiatives are aligned with ITD Objectives. Be part of any IT Project advisory team to ensure IT projects resolve the essence of the organizational problem. Work in collaboration with the Registry CMS team, the Database team and other relevant teams to ensure various Registry Systems achieve maximum support from IT Division and E-Judiciary. Report to the Director IT through the Manager Infrastructure, any issues that require intervention, approval, or opinion. National Judicial Staff Service Act 1987 and other relevant legislation. Key Responsibilities
- Timely implementation of assigned E-Judiciary milestones and special projects in accordance with approved project plans and budgets.
- Successful deployment and user adoption of digital court applications across Waigani and provincial National Court registries.
- Maintenance of effective E-Judiciary systems through collaboration with Registrars, court staff, IT vendors, and external Law and Justice Sector agencies.
- Staying up to date on the latest process and IT advancements to automate and modernize systems.
- Conduct meetings and presentations to share ideas and findings.
- Performing requirements analysis.
- Documenting and communicating the results of your efforts.
- Effectively communicating your insights and plans to cross-functional team members and management in E-Judiciary, Corporate and Registry.
- Gathering critical information from meetings with various stakeholders and producing reports.
- Working closely with internal staff, IT engineers, IT support staff, and managerial staff.
- Working in collaboration with the Project Manager to develop project plans, and monitoring performance of the projects and the assigned resources.
- Serving as a liaison between stakeholders and users.
- Perform other duties as required by the Manager IT Infrastructure.
- Submission of regular, accurate project status reports, change logs, and risk registers to IT Division leadership and the NJSS Executive.
- Any other duties as assigned by management
- Diploma in computer science, information Systems, business systems or equivalent.
- 3 years in Business Analyst roles within IT Divisions or other relevant Divisions.
- Strong technical knowledge in Software Development.
- Experience leading and developing top-performing teams.
- Experience in implementing new systems within organizations.
- Experience creating detailed reports and giving presentations.
- Exceptional analytical and conceptual thinking skills.
- The ability to influence stakeholders and work closely with them to determine acceptable solutions.

- Bachelor’s degree in computer science, information Systems, business systems or higher degree
- 3 years or more experience in Business Analyst roles within IT Divisions or other relevant Divisions.
