Position Title: JS.NCR.021 File Registration Officer
Grade: NJS 05

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of File Registration Officer within the National Court unit based in Waigani.

Role Overview:

The File Registration Officer supports the Team Leader in managing the registration of all criminal court files within the Criminal Registry. This role involves assisting in the accurate and efficient processing of files, maintaining the integrity of the registry database, and ensuring compliance with legal and procedural guidelines. The officer plays a key support role in the effective management and operation of the registry, facilitating the judicial process through meticulous file handling and team assistance. Supreme Court Act. National Court Act. Sheriff Act. Supreme Court Rules. National Court Rules. Practice Directions.

Key Responsibilities
  • Assist in overseeing daily operations related to court file registration, under the guidance of the Team Leader.
  • Support in the development and implementation of effective court file registration policies and procedures.
  • Help monitor team performance, contributing to feedback and coaching sessions as directed by the Team Leader.
  • Assist in coordinating with IT, legal, and registry staff to maintain an up-to-date and accurate criminal registry database.
  • Support in addressing and resolving issues or challenges in the registration process.
  • Assist in preparing reports on registration activities and performance metrics as required.
  • Stay informed about legal, procedural, and technological developments relevant to court file registration, supporting the incorporation of best practices.
  • Facilitate communication and provide necessary information to court litigants, attorneys, and other stakeholders as required.
  • Ensure the security and confidentiality of digital records by adhering to data protection laws and implementing best practices in information security.
  • Prepare and provide reports on the status of electronic filings, system usage, and document integrity to the Deputy Registrar and other relevant stakeholders.
Required Qualifications and Experience
  • A Certificate in Court Administration or related field.
  • 2 years plus experience in document management or electronic filing systems especially in court registries.
  • Sound knowledge of Court Registry operations, practices, procedures and protocols.
  • Computer skills, including proficiency in document management software and Microsoft Office Suite.
  • Good communication and interpersonal skills to interact effectively with court staff and users.
Preferred
  • An Advanced Diploma in Information Technology and Court Administration would be advantage but not essential.
  • Must have a track record of successful e-file registration and management or data processing experiences.
