Position Title: JS.REG.006 OIC Trust Accountant
Grade: NJS 13

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of OIC Trust Accountant within the Registrar’s Office based in Waigani.

Role Overview:

As the lead officer for trust account operations, the OIC Trust Accountant is responsible for managing and overseeing trust accounts associated with the National and Supreme Courts of Papua New Guinea. The role safeguards the integrity of financial records, ensures accurate and compliant financial transactions, provides reporting and financial analysis, supports audit requirements, and advises the Registrar and Deputy Registrar on trust account operations.

Key Responsibilities
  • Process and manage trust account financial transactions accurately and in compliance with legal requirements.
  • Maintain detailed financial records, ledgers, registers, and regular financial statements for trust accounts.
  • Conduct financial analysis and provide reports to the Registrar, Deputy Registrar, and relevant stakeholders.
  • Ensure compliance with financial policies, procedures, regulatory requirements, and legal obligations.
  • Collaborate with legal staff and other departments to support comprehensive financial management of court-related matters.
  • Participate in financial audits, respond to Auditor General queries, and implement audit recommendations.
  • Develop and improve financial policies, procedures, systems, and controls for efficient trust account operations.
  • Maintain correct records of monies, receipts, payments, cheque transactions, and supporting orders for the relevant trust accounts.
  • Provide high-quality service to internal and external customers in a timely and professional manner.
  • Lead and oversee trust account operations and staff in accordance with NJSS requirements.
Required Qualifications and Experience
  • Bachelor’s Degree in Accounting, Finance, or related fields.
  • Professional accounting certification.
  • At least 4 years of experience in financial management or accounting, with a focus on trust accounts or legal financial operations.
  • Sound understanding of financial regulations, compliance requirements, and accounting principles.
  • Proficiency in financial software and systems.
Preferred
  • Bachelor’s Degree in Finance, Accounting, or related fields.
  • Four years or more experience in a similar role.
This senior role requires strong financial leadership, integrity, attention to detail, confidentiality, and the ability to manage complex trust account obligations while supporting sound judicial and registry operations.
