Position Title: JS.REG.012 E-Filing Officer
Grade: NJS 04

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of E-Filing Officer within the Registrar’s Office based in Waigani.

Role Overview:

As a key member of the Registrar’s Office, the E-Filing Officer supports the integrity and accessibility of the National Court Registry by scanning, digitising, indexing, and uploading court documents into the registry database. The role ensures reliable digital records, quality control, confidentiality, user support, and efficient document management as part of the Registry’s digital transformation.

Key Responsibilities
  • Scan court documents daily and upload them accurately and promptly into the registry database.
  • Check scanned images for clarity, completeness, and readability and rectify quality issues before upload.
  • Index and categorise electronic documents correctly within the case management system.
  • Collaborate with IT staff to resolve technical issues affecting scanning or uploading.
  • Maintain the confidentiality and security of court documents in accordance with legal and ethical requirements.
  • Support digital transformation initiatives aimed at improving document management and accessibility.
  • Train and support court staff and users in the effective use of electronic filing processes and systems.
  • Prepare user guides and instructional materials where required.
  • Provide reports on electronic filings, system usage, and document integrity to management.
  • Keep abreast of electronic document management technologies and propose practical improvements.
Required Qualifications and Experience
  • Certificate in Information Technology, Computing & Business Management.
  • At least 3 years of experience in document management or electronic filing systems, especially in court registries.
  • Sound knowledge of Court Registry operations, practices, procedures, and protocols.
  • Track record in administration and management of court files.
  • Excellent computer skills, including proficiency in document management software and Microsoft Office Suite.
  • Good communication and interpersonal skills to interact effectively with court staff and users.
Preferred
  • Diploma in Information Technology and Court Administration would be an advantage but is not essential.
  • Track record of successful e-file management and data processing experience.
This role requires accuracy, confidentiality, strong computer skills, and the ability to manage high volumes of court documents while supporting secure and reliable digital Registry operations.
