Position Title: JS.RPC.015 Team Leader Monitoring & Evaluation
Grade: NJS 10
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Team Leader Monitoring & Evaluation within the Registry Development & Change unit based in Waigani.
Role Overview:
This position is designed to support the Manager - Registry Development & Change by overseeing the monitoring and evaluation (M&E) of projects and initiatives to ensure they align with the latest management practices, innovations, and technologies. The primary purpose of this role is to provide insights and data-driven recommendations to enhance the quality, innovation, and productivity of the team, ultimately supporting the registry's mission of delivering effective and efficient support services.
Key Responsibilities
  • Design and implement M&E frameworks and methodologies for various projects and initiatives.
  • Lead the collection, analysis, and interpretation of data to assess the effectiveness and impact of programs and services.
  • Prepare detailed reports and presentations for senior management, providing clear insights and recommendations for improvement.
  • Conduct regular stakeholder meetings to communicate findings and gather additional insights for ongoing projects.
  • Collaborate with project teams to integrate M&E findings into project planning and execution.
  • Oversee a team of M&E professionals, providing guidance and support to ensure high-quality data collection and analysis.
  • Facilitate the adoption of best practices in M&E across the registry.
  • Develop and manage the budget for M&E activities, ensuring efficient use of resources.
  • Stay abreast of the latest trends and technologies in M&E, incorporating innovative approaches into the registry’s practices.
  • Act as the main point of contact for all M&E-related inquiries, both internally and externally.
Required Qualifications and Experience
  • Diploma in Public Administration, Business Administration, or related fields.
  • Minimum of 3 years in monitoring and evaluation project management or a related field.
  • Thorough knowledge of monitoring and evaluation principles, methodologies, and tools.
  • General knowledge of data analysis software and statistical tools.
  • Comprehensive understanding of project. management processes and best practices.
  • Strong analytical and critical thinking skills.
  • Excellent communication and presentation skills.
  • Proficient in data analysis and reporting.
  • Leadership and team management skills.
  • Ability to work effectively under pressure and meet deadlines.
  • High level of integrity and accountability.
Preferred
  • Degree in Public Administration, Evaluation, or related field.
  • 3 or more years of relevant experience in M & E role, preferably with exposure to legal or judicial environments.
