Position Title: JS.RPC.016 Monitoring & Evaluation Officer
Grade: NJS 07

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Monitoring & Evaluation Officer within the Registry Development & Change unit based in Waigani.

Role Overview:
This role supports the Team Leader Monitoring & Evaluation by conducting detailed analyses and evaluations of various projects and initiatives, ensuring alignment with the latest management practices, innovations, and technologies. The purpose of this position is to contribute to the provision of insights and data-driven recommendations, enhancing the quality, innovation, and productivity of the team.

Key Responsibilities
  • Implement data collection strategies that ensure the capture of relevant and accurate project data.
  • Analyse project data to identify trends, outcomes, and areas for improvement.
  • Prepare and present detailed reports outlining the findings from project evaluations.
  • Work closely with project teams to understand their needs and provide analytical support.
  • Contribute to the development and refinement of M&E tools and processes to enhance efficiency.
  • Coordinate with stakeholders to facilitate the collection of qualitative and quantitative data.
  • Participate in the review and analysis of project outcomes to inform future project designs.
  • Ensure the integrity and confidentiality of data throughout the monitoring and evaluation process.
  • Support the training of project staff on M&E best practices and tools.
  • Act as a liaison between the M&E team and project teams, facilitating communication and collaboration.
Required Qualifications and Experience
  • Diploma in Statistics Economics or Public Administration.
  • Minimum of 2 years in monitoring and evaluation data analysis or a related field.
  • General knowledge of monitoring and evaluation principles and methodologies.
  • Working knowledge of statistical software and data analysis techniques.
  • Familiarity with project management principles and practices.
  • Strong analytical and statistical skills.
  • Excellent written and verbal communication skills.
  • Proficiency in using data analysis software (e.g., SPSS, Excel).
  • Attention to detail and a high level of accuracy.
  • Strong organizational and time-management skills.
  • Ability to work collaboratively in a team environment.
Preferred
  • Degree in Public Administration, Monitoring & Evaluation, or related field.
  • 3 or more years of relevant experience in M & E role, preferably with exposure to legal or judicial environments.
