Position Title: JS.SCT.025 Prison Liaison Officer Southern & NGI
Grade: NJS 08
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Prison Liaison Officer Southern & NGI within the Crimes unit based in Waigani.
Role Overview:
The Prison Liaison Officer is responsible for facilitating communication and coordination between the Supreme Court Crimes Registry and prison facilities in Southern and NGI regions. This role supports the operational aspects of managing criminal cases involving incarcerated individuals, ensuring that all legal procedures and court requirements are met efficiently and effectively. The position plays a critical role in the administration of justice, working closely with the Assistant Registrar Supreme Court – Crimes, prison officials, and other legal stakeholders.

Key Responsibilities
- Prison Coordination: Act as the primary point of contact for all communications between the Supreme Court Crimes Registry and prison facilities, ensuring smooth operation and coordination for the handling of incarcerated individuals' cases.
- Transport and Security Logistics: Coordinate with prison services and court security to arrange transport and ensure the safety and security of inmates during their court appearances.
- Document Processing: Facilitate the efficient processing and exchange of legal documents between the court and prisons, maintaining accurate records and compliance with legal requirements.
- Court Listings Management: Assist in managing court listings involving incarcerated individuals, working closely with the Assistant Registrar to prioritize and schedule cases efficiently.
- Stakeholder Engagement: Maintain strong working relationships with prison officials, law enforcement, and other stakeholders to support effective case management and court operations.
- Reporting and Recommendations: Provide regular reports to the Assistant Registrar on prison liaison activities, highlighting challenges and recommending improvements to processes and procedures.
- Compliance Monitoring: Ensure all activities related to the prison liaison function comply with court rules, legal standards, and procedural requirements.
- Case Tracking: Monitor and track the progress of criminal cases involving incarcerated individuals, facilitating any required actions to avoid delays in the justice process.
- Emergency Response: Be available to respond to urgent issues arising from the intersection of court requirements and prison administration, including after hours as needed.
- Training and Development: Participate in professional development opportunities to enhance knowledge of legal and correctional system procedures, and to provide up-to-date training to relevant stakeholders.
- A diploma in Legal Studies.
- Court Administration or related field.
- 3 years plus experience in the Court Registry.
- Sound knowledge of Court Registry operations, practices and procedures.
- The Officer must have a strong understanding of the legal system, including the structure, functions, and processes of the judiciary.
- Effective communication and interpersonal skills are also important for collaborating with stakeholders, such as judges, court administrators, and other government officials.
- A degree in law or related field would be advantageous but not essential.
- At least 3 year’s relevant experience, in correctional services, criminal justice and case management or a stakeholder liaison with strong communication, coordination, and reporting skills.
