Position Title: JS.SCT.038 Team Leader -Court File Registration Crimes
Grade: NJS 10

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Team Leader -Court File Registration Crimes within the Court File Registration unit based in Waigani.

Role Overview:
The Team Leader Court File Registration is tasked with leading the day-to-day operations of the crimes case registrations within the Supreme Court Registry. This role is pivotal in ensuring that all criminal matters are registered accurately and in a timely manner, adhering to the court's rules and procedures. The Team Leader works under the guidance of the Assistant Registrars, Deputies and collaborates closely with registry staff to facilitate efficient case processing and support the judiciary's functions.

Key Responsibilities
  • Case Registration Management: Oversee the entire process of receiving, vetting, and accurately registering criminal matters in the Supreme Court Registry, following all legal standards and court procedures.
  • Team Supervision: Lead and manage registry staff, allocating tasks, monitoring progress, and ensuring the team's adherence to high performance and service standards.
  • Process Improvement: Collaborate with the Team Leader Court File Registration to identify inefficiencies within current processes and implement strategic improvements, including the adoption of new technologies and methodologies.
  • Training and Development: Develop and oversee a comprehensive training program for registry staff, focusing on procedural knowledge, customer service excellence, and the use of court management systems.
  • Stakeholder Communication: Serve as a primary contact for internal and external stakeholders regarding the registration of civil matters, ensuring transparent and effective communication channels.
  • Data Integrity and Reporting: Ensure the maintenance of a secure, accurate, and up-to-date database of all civil case registrations, facilitating the generation of reports and insights for managerial and judicial review.
  • Compliance and Quality Control: Monitor and enforce compliance with all legal and procedural requirements within the case registration process, conducting regular quality control audits to maintain the integrity of registry operations.
  • Emergency Response Coordination: Act as a key coordinator for urgent criminal matters registrations outside of regular hours, ensuring a rapid response to judicial and legal requirements.
  • Resource Management: Oversee the allocation and utilization of resources within the registry, including staffing, equipment, and budget, to ensure optimal efficiency and service delivery.
  • Professional Liaison: Build and maintain professional relationships with judges, lawyers, and other legal professionals, gathering feedback and making adjustments to registry operations to meet the evolving needs of the court system.
Required Qualifications and Experience
  • A Diploma in Information Technology/Business Management.
  • 3 years plus experience in the Court Registry.
  • Sound knowledge of Court Registry operations, practices and procedures.
  • The Officer must have a strong understanding of the legal system, including the structure, functions, and processes of the judiciary.
  • Effective communication and interpersonal skills are also important for collaborating with stakeholders, such as judges, court administrators, and other government officials.
Preferred
  • A degree in law or related field would be advantage but not essential.
  • At least 3 year’s relevant experience in court registry, criminal file management, records, administration, including coordination and maintaining accurate and confidential Case files.
