Role purpose
Lead and oversee Safety, Health, Environment and Security (HSE) activities for subsea pipeline repair / brownfield offshore construction projects to ensure safe execution and full compliance with company HSE policies, local regulations, and international standards throughout the EPCI phase (onshore + offshore).

Reporting / Interfaces

  • Reports to: Head of Projects
  • Works closely with: Project Management Team, Offshore Operations, Subsea & Pipeline Integrity, Engineering/Maintenance, Marine Logistics, SHE/LP, and contractor/subcontractor HSE teams.
  • Functional alignment with corporate HSE and quality governance.
Key responsibilities

  • Develop / review and implement Project HSE Plans, procedures, bridging documents, SIMOPS controls, ERP, MOC as required.
  • Provide visible leadership on site/offshore: lead safety meetings, toolbox talks, PTW reviews, inspections, audits, walkthroughs and ensure actions are closed out.
  • Lead/participate in risk assessments, HAZID/HAZOP, DRA, JSA ensuring risks are reduced ALARP.
  • Monitor and assure contractor compliance with project HSE deliverables, staffing competency matrix, and training requirements; report gaps/escalate as needed.
  • Oversee safe execution of marine spread and diving operations (e.g., DSV support, lifting operations, vessel operations) and ensure compliance with IMCA/OVID and relevant maritime standards.
  • Lead and support incident investigations, trend analysis, and improvement actions (leading/lagging KPIs).
  • Conduct internal vessel audits as applicable (ISM/ISPS/MLC/ISO) and verify barrier/control effectiveness.
Work location / travel
Primarily office-based (Doha / Ras Laffan / contractor office) with offshore presence during campaigns. Overseas/offshore travel as project needs require.

Minimum requirements

  • Bachelor’s in Safety / Marine Engineering / Science (or related) plus recognized safety certification (e.g., NEBOSH Diploma or higher qualification).
  • 10+ years HSE experience in oil & gas including offshore/subsea pipeline installation/repair and diving operations.
  • 5+ years in a supervisory HSE role, ideally within EPCI/contractor management environments.
  • Strong knowledge of HSE regulations and best practices (e.g., OSHA, ISO 14001, OHS, SOLAS, IMCA).
  • Incident investigation / RCA capability (e.g., TapRooT or equivalent).
  • Offshore certification such as BOSIET/T-HUET, plus offshore survival; plus working knowledge of lifting operations and H2S awareness/controls.
  • Strong English communication and solid MS Office skills; able to operate effectively in multinational teams.
