We are looking for a highly organized and safety-focused professional who can effectively manage the Permit to Work process in a complex construction environment. The ideal candidate demonstrates strong attention to detail, a proactive approach to risk management, and the ability to collaborate with multiple stakeholders while maintaining the highest safety standards.

 



Responsibilities
  • Manage and administer the Permit to Work (PTW) system across the CCGT construction project.
  • Review, approve and issue permits for high-risk activities, including:
    • Hot works (welding, cutting, grinding).
    • Electrical works.
    • Working at height.
    • Confined space entry.
    • Excavation and trenching activities.
    • Lifting and rigging operations.
  • Ensure compliance with HSE requirements, client standards, project procedures, and applicable regulations.
  • Participate in risk assessments (RA), Job Safety Analysis (JSA), and Job Hazard Analysis (JHA) activities prior to work commencement.
  • Verify the completeness and accuracy of documentation required for permit issuance.
  • Coordinate activities between contractors, subcontractors, construction teams, and the HSE department.
  • Conduct routine site inspections and safety audits to ensure permit requirements are being followed.
  • Monitor ongoing work activities and ensure compliance with permit conditions.
  • Stop unsafe work when necessary and take appropriate corrective actions.
  • Maintain PTW records, logs, and reports in accordance with project requirements.
  • Support incident investigations, near-miss reporting, and corrective action implementation.
  • Promote a proactive safety culture and continuous improvement of HSE performance on site.
Requirements
  • Minimum 3 years of experience in a Permit to Work, HSE, Safety Coordination, or related role.
  • Previous experience on large-scale industrial, power generation, energy, petrochemical, or infrastructure projects.
  • Strong knowledge of Permit to Work (PTW) systems and Lock Out Tag Out (LOTO) procedures.
  • Understanding of safety requirements related to high-risk activities.
  • Experience in conducting or reviewing Risk Assessments, JSAs, and JHAs.
  • Good knowledge of occupational health and safety regulations and industry best practices.
  • Ability to read and interpret technical documentation, drawings, and construction plans.
  • Strong organizational, communication, and coordination skills.
  • Ability to work effectively in a multicultural and fast-paced project environment.
  • Good command of English, both written and spoken.
  • Proficiency in Microsoft Office applications.
Nice to Have
  • Previous experience on CCGT, power plant, refinery, oil & gas, or petrochemical construction projects.
  • HSE-related certifications such as NEBOSH, IOSH, OSHA, or equivalent.
  • Knowledge of ISO 45001 standards.
  • Experience working with international EPC contractors.
  • Relevant degree or qualification in Occupational Health & Safety, Engineering, or a related field.
