This request is for three full-time third-party resources to support the Commissioning team in Abilene. The role is site-based and intended to provide daily execution support for commissioning readiness, checklist progression, issue management, and coordination across vendors, the General Contractor, and the Commissioning Provider (CxP).

The individual will act as an extension of the on-site Commissioning team, providing hands-on daily support for commissioning readiness, checklist progression, issue follow-up, schedule alignment, and coordination across vendors, the General Contractor, and the Commissioning Provider (CxP).

Inspired by the Commissioning Manager function, this position does not replace management accountability or final decision-making authority. Instead, it provides dedicated site support to track progress, coordinate stakeholders, highlight risks, and help ensure that commissioning deliverables are completed correctly and on time.

The resources will be assigned in CxAlloy by building to support the Commissioning Manager responsible for each building and will operate under their direct supervision for day-to-day execution activities, while remaining under the overall leadership and direction of the Senior Project Manager.

The role is intended to improve day-to-day control of checklist progression, issue follow-up, vendor coordination, and schedule adherence so that critical commissioning activities remain on track and visible to project leadership.

Roles and Responsibilities
  • Monitor progression of commissioning checklists in CxAlloy, including L2.0, L2.1, L2.2, L3, and L4, ensuring completion aligns with the construction schedule, turnover priorities, and required gate milestones.
  • Track checklist status in CxAlloy by system, area, and vendor, proactively identifying late, incomplete, or blocked deliverables that may impact readiness or schedule.
  • Review critical readiness documentation and supporting records to confirm key requirements are in place, complete, and aligned with gate expectations before turnover or testing activities proceed.
  • Monitor issue closure and follow up with responsible parties to ensure issues are actively documented, progressed, and resolved in a timely manner.
  • Escalate critical commissioning issues immediately to on-site Commissioning Managers and project leadership, including summaries of impact, required mitigation, and expected recovery actions.
  • Work closely with the Commissioning Provider (CxP) to support weekly commissioning reporting and maintain visibility on critical items, mitigation plans, and resolution status.
  • Support coordination between vendors, the General Contractor, procurement teams, and other stakeholders to remove blockers affecting checklist completion and issue closure.
  • Ensure schedule commitments and recovery plans tied to commissioning readiness are actively tracked and communicated.
  • Coordinate with vendors to drive timely responses, status updates, and documented resolution of open issues.
  • Support daily on-site commissioning activities, including follow-up from walkthroughs, readiness reviews, status meetings, and turnover planning discussions.
  • Maintain accurate trackers and provide regular status updates to Commissioning Managers and project leadership.
  • Escalate recurring risks, delayed closures, and coordination gaps that may impact commissioning readiness, schedule, or quality outcomes.
  • Act as a full-time on-site commissioning support resource for the TX3 project, helping ensure critical readiness milestones and project gates are achieved without avoidable delays.
Engagement Requirements
  • This engagement is based on a six-month term and is intended as a full-time third-party site assignment supporting the TX3 Commissioning team.
  • Any extension beyond the initial term will be subject to business need, performance, and formal renewal review.
  • The resource will be subject to periodic performance evaluations based on execution, responsiveness, communication, reporting quality, and support of project objectives.
  • Weekly timesheets are required and must be submitted accurately and on time in accordance with project and vendor administration requirements.
  • Monthly goals and deliverables will be established and reviewed with project leadership to confirm alignment with project priorities and performance expectations.
  • The individual is expected to work on site in Abilene and collaborate daily with the Commissioning team while providing regular reporting to project leadership.
Out of Scope The following activities are explicitly out of scope for third-party commissioning support personnel:

  • Approval of submittals, procedures, test scripts, or design documents.
  • Direction of construction means, methods, or sequencing.
  • Acting as Engineer of Record, Commissioning Authority of Record, or Owner's Quality Assurance representative.
  • Final acceptance or sign-off of commissioning test results.
  • Authorizing any cost or schedule changes to contractors or subcontractors.
