Job Title: Measurement Coordinator
Location: Lloydminster, SK
Length: 1 Year (possible extension based on performance)
Rotation: Monday - Friday
 
Role Summary
This position supports the overall measurement portfolio within the Lloydminster Thermal & Conventional Heavy Oil (LTCHO) business unit. Reporting to the LTCHO Measurement Manager, the Measurement Coordinator collaborates closely with Maintenance, Operations, Engineering, Production Accounting, Field Data Capture, Process Data Solutions, Emissions, and Measurement teams.
 
The role focuses on improving measurement quality, ensuring adherence to company Measurement Standards, Procedures & Processes, and maintaining compliance with Alberta Energy Regulator (AER) and Saskatchewan Ministry of Energy and Resources (MER) requirements.
 
Key Responsibilities
  • Ensure LTCHO measurement regulatory compliance with AER and MER directives, including D017, PNG017, D042, PNG042, D060, PNG036, D007, and PNG032.
  • Maintain and support Measurement Specifications, Standards, and Practices, ensuring alignment with safety, compliance, reliability, and maintainability requirements.
  • Lead and manage the Enhanced Production Audit Program (EPAP), including audit planning, execution, follow-up, and gap closure.
  • Develop schematic measurement diagrams and ensure overall compliance assurance in Alberta and Saskatchewan.
  • Support maintenance and coordination of Measurement Accounting and Reporting Plans (MARPs), including updates and submissions.
  • Collaborate with Engineering, Operations, and cross-functional teams to develop measurement, accounting, and reporting strategies.
  • Monitor facility balances and KPIs to ensure accuracy and integrity of measurement systems.
  • Identify and assess measurement compliance risks and communicate findings to stakeholders.
  • Support resolution of metering discrepancies, plant imbalances, proration issues, and fuel/flare/vent reporting concerns.
  • Respond to Non-Conformance Reports, regulatory audits, and corporate audits in a timely manner.
  • Identify opportunities for regulatory exemptions and prepare submissions.
  • Participate in industry and regulatory forums to stay informed on evolving measurement requirements.
  • Provide technical guidance to projects and Management of Change (MOC) processes.

Qualifications
  • Minimum 8+ years of related experience in measurement, maintenance, or heavy oil & gas operations.
  • Strong knowledge of AER and MER regulatory requirements (including Directive 017/PNG017).
  • Expertise in industry measurement standards (AGA, API) and measurement systems.
  • Understanding of production accounting, instrumentation, and process systems is an asset.
  • Strong knowledge of oil and gas facilities and equipment.
  • Proficient in data analysis and business intelligence tools.
  • Familiarity with operations technology (DCS, data historians, APC systems).
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work effectively in cross-functional and multicultural environments.
  • Experience with SAP or equivalent maintenance systems is an asset.
  • Knowledge of measurement schematics and production accounting principles.
 
Education & Certifications
  • Degree or diploma in Engineering or Engineering Technology
  • Diploma in Instrumentation Technology or related discipline
  • Journeyman Instrumentation certification or equivalent
