Permit to Work & Electrical Isolation Assurance Officer
Key interfaces:
This role is not the EPC’s “doer” of the PTW process/documentation; it is the Owner’s field assurance function—acting as the final signatory prior to the issuance of PTW document that will involve all electrical works in Phase 1, Phase 2 and Substation areas (e.g., electrical equipment/hardware troubleshooting, commissioning, testing) and electrical isolation. This role is also responsible for monitoring all the live electrical PTW, live electrical isolation permits, live commissioning permits and responsible for identifying conflicting works/activities.
Accountabilities
A. Permit to Work Process (Permit Request/Review/Authorization)
Performance Reporting: Provide PTW & LOTO performance report to the O&M Manager on a weekly basis.
Authorit
Authority to intervene and stop unsafe work and prevent PTW issuance for incomplete documentation and field checks and require immediate hazard correction and escalation through EPC management, site management and O&M Manager

Required Qualifications & Certifications Minimum:
- Recognized Safety Officer (SO2) qualification consistent with Philippine OSH requirements under RA 11058 IRR (DOLE Department Order 198‑18) (e.g., DOLE/OSHC-recognized SO2 training).
- Demonstrated working knowledge of Philippine OSH legal framework (RA 11058 / DO 198‑18 applies to projects, sites, contractors/subcontractors).
- Experience in Permit to Work process in a construction and/or operations set-up
- With Electrical background (either through work experience or educational)
- Basic knowledge of Electrical Safety
Highly desirable
- COSH (construction safety and health) and/or construction-specific HSSE training (the baseline CV includes COSH and BOSH).
- Electrical Engineer
- Advanced knowledge in IOGP Permit to Work & Electrical Isolation/LOTO process
- Knowledge in Arc Flash Management
- Advanced knowledge of Electrical Safety
- Proven HSSE field experience (10 - 15 years) in construction projects and contractor oversight, including risk assessment, inspections, and incident investigations
- Experience supporting energy projects (renewables, power generation, substations) and managing both safety and environmental compliance. (Baseline CV includes solar operations HSSE/PCO and a power plant expansion HSSE/PCO role.)
- Experience implementing / maintaining ISO 9001/14001/45001 systems and performing internal/external audit support.
- Experienced in Electrical Isolation for all types of voltage range
- Strong understanding of DOLE Safety Regulations and IOGP standards especially in the field of Electrical Safety, PTW and LOTO.
- Training and accreditation to Safety Officer 3 level or its equivalent
- Strong field presence and ability to engage contractor supervision and workforce
- Practical hazard recognition and control verification (especially electrical+ SIMOPS)
- Structured reporting, action tracking, and follow-through
- Good stakeholder management (owner–contractor interfaces)
- Coaching mindset consistent with contractor PTW performance management expectations (monitoring and appraisal of compliance).
