Key Responsibilities:
  • Take overall responsibility for the management of Seawater Desalination Plant during the O&M phase, ensuring operational quality meets required standards, enhancing overall plant performance, and achieving the company's operational objectives.
  • Develop the plant's operating model and strategic direction, ensuring operations comply with contractual requirements and company goals.
  • Achieve the performance indicators stipulated in the contract and foster an operational culture focused on safety, accountability, discipline, responsiveness, and continuous improvement.
  • Lead and supervise all plant operations and maintenance activities to ensure continuous, stable, and uninterrupted operation around the clock.
  • Manage on-site personnel, contractors, equipment, tools, and materials required for the execution of O&M activities.
  • Ensure the effective implementation of preventive, predictive, and corrective maintenance programs to achieve high standards of reliability and availability.
  • Support the transition from commissioning through to long-term Operations & Maintenance.
  • Define, communicate, implement, and reinforce plant HSE requirements and safe systems of work.
  • Champion a strong safety culture across all employees, subcontractors, and service providers.
  • Ensure compliance with all permits, regulatory requirements, internal procedures, and contractual obligations.
  • Drive continuous improvement in quality, safety, environmental performance, and operational excellence.
  • Manage the client interface for plant operations and serve as the primary point of contact for the Owner and Engineer on all O&M matters.
  • Maintain effective communication and coordination with the Owner, Engineer, consortium partners, suppliers, subcontractors, and relevant stakeholders to ensure the smooth execution of all activities.
  • Address operational and interface-related issues in a timely and pragmatic manner to prevent any adverse impact on plant performance or client confidence.
  • Attend and support all contract-required meetings, including design coordination, system handover and transition, O&M reviews, and performance review meetings.
  • Monitor plant operational performance to ensure achievement of treatment guarantees, contractual Key Performance Indicators (KPIs), and operational targets.
  • Identify operational risks, underperformance, and deviations, and lead appropriate corrective and preventive actions.
  • Conduct root cause analysis of on-site operational incidents and provide solutions to address impacts on safety, compliance, reliability, production output, or water quality.
  • Adopt a proactive approach to plant operational optimization and performance improvement.
  • Oversee operational planning, routine and contractually required reporting, budgeting, and cost control.
  • Ensure the availability and effective management of manpower, spare parts, chemicals, consumables, tools, subcontracted services, and energy.
  • Manage plant resources in accordance with approved budgets, Delegation of Authority (DOA), and contractual requirements.
  • Support pre-outage procurement planning, inventory control, and maintenance scheduling to maintain uninterrupted plant operations.
  • Support commissioning, handover, and readiness activities to ensure a smooth transition into long-term Operations & Maintenance.

Qualifications:


  • A solid engineering background with extensive experience in water treatment, seawater desalination, or a similarly process-intensive utility environment.
  • A Bachelor's degree or above in Environmental Engineering, Electrical Engineering, Chemical Engineering, or a related engineering discipline.
  • Must hold a Class B Wastewater Treatment Specialist Certificate (乙級廢水處理專責人員) or above, or an equivalent relevant certification.
  • A minimum of +8 years of relevant engineering and plant experience, including senior roles in plant management, operations management, maintenance management, or project management within large-scale water treatment, utility, industrial, or infrastructure projects.
  • Must include a minimum of 1 year of direct operational experience at one of the following types of facilities: a seawater desalination plant, or a water reclamation facility / water resource recovery center equipped with Reverse Osmosis (RO) treatment.
  • Experience in seawater desalination, potable water treatment, or similar industrial process plant environments will be considered an advantage.
  • Operations management experience at a seawater desalination plant or large-scale water treatment facility
  • Operation, monitoring, and maintenance of Reverse Osmosis (RO) systems
  • Operation and optimization of desalination pre-treatment and post-treatment processes
  • Operation and maintenance of high-pressure pumps and high-pressure piping systems
  • Operation and control of water treatment chemical dosing systems
  • Operational management of seawater intake and outfall systems
  • Practical experience bridging from the Commissioning phase into long-term Operations & Maintenance (O&M)
  • Demonstrated track record of leading cross-functional teams in a multicultural environment.
  • Proven ability to integrate technical, operational, commercial, and managerial responsibilities.
  • Strong organizational and coordination skills with the ability to effectively manage complex interface relationships.
  • Pragmatic and self-disciplined, able to inspire team engagement while maintaining accountability and a performance-driven culture.
