NES Fircroft is currently recruiting a Procurement QA/QC Engineer – Instrument for a leading engineering and energy industry client in Singapore.

The Procurement QA/QC Engineer – Instrument will be responsible for supporting quality assurance and quality control activities throughout the procurement and manufacturing lifecycle of instrumentation and control system packages. This role will oversee supplier quality performance, manufacturing inspections, testing activities, and technical compliance to ensure equipment is delivered in accordance with project specifications, international standards, and quality requirements. The successful candidate will work closely with Procurement, Engineering, suppliers, and third-party inspection agencies to support successful project execution.

Key Responsibilities
  • Support procurement activities and participate in supplier and project meetings to ensure compliance with technical, quality, and contractual requirements.
  • Engage with suppliers to communicate project quality requirements and ensure alignment throughout the procurement and manufacturing process.
  • Participate in Kick-Off Meetings (KOM) and prepare quality-related presentation materials and documentation.
  • Organize and facilitate Pre-Inspection Meetings (PIM) with suppliers, project teams, and inspection agencies.
  • Review supplier quality documentation, including Inspection and Test Plans (ITPs), manufacturing procedures, FAT procedures, test reports, and quality records.
  • Review vendor submissions and provide technical and quality-related comments where required.
  • Coordinate inspection and surveillance activities with suppliers and approved third-party inspection agencies.
  • Verify Notice of Inspection (NOI) readiness and support inspection scheduling and execution activities.
  • Review inspection reports and ensure observations and quality issues are addressed in a timely manner.
  • Manage Non-Conformance Reports (NCRs), including root cause investigations, corrective actions, and close-out activities.
  • Support Factory Acceptance Tests (FAT), system integration testing, functional testing, and final inspections.
  • Review Manufacturer Record Books (MRBs), certification packages, quality dossiers, and as-built documentation prior to equipment release.
  • Ensure supplier quality activities are completed in accordance with project schedules, specifications, and applicable industry standards.

Requirements
  • Bachelor's Degree or higher in Engineering, Instrumentation Engineering, Electrical Engineering, Electronics Engineering, Automation Engineering, or a related discipline.
  • Minimum 5 years of experience in Procurement QA/QC, Supplier Quality, Vendor Inspection, Manufacturing Quality, or related disciplines within the Oil & Gas, Energy, Offshore, EPC, Marine, Utilities, or Heavy Industrial sectors.
  • Experience supporting procurement quality activities for instrumentation and control system packages such as:
    • Distributed Control Systems (DCS)
    • Supervisory Control and Data Acquisition (SCADA) Systems
    • Remote Terminal Units (RTU)
    • Emergency Shutdown (ESD) Systems
    • PLC-Based Control Systems
    • Instrumentation and Automation Packages
  • Strong understanding of supplier quality management systems and procurement quality processes.
  • Knowledge of ISO 9001, IEEE, IEC, ATEX, and IECEx standards and their application within instrumentation and control system environments.
  • Working knowledge of industry standards including ISA, ANSI, IEEE, IEC, NEMA, NFPA 70 (National Electrical Code), UL, and other applicable codes.
  • Experience reviewing system test procedures, FAT documentation, inspection reports, quality records, and certification packages.
  • Strong communication, stakeholder management, and problem-solving skills.

Preferred Qualifications
Candidates holding one or more of the following qualifications will be viewed favourably:
  • IEC 60079 Hazardous Area Certification
  • IECEx Certification
  • ATEX Certification
  • Functional Safety Certification (TÜV or equivalent)
  • CompEx Certification
  • Other relevant instrumentation, automation, inspection, or quality assurance qualifications

Contract Terms and Conditions
  • Yearly renewable contract, with potential engagement of up to two years.
  • Office-based position in Singapore.
  • Monday to Friday working arrangement.
  • Open to Singapore-based and regional candidates.
  • Employment visa will be arranged for eligible non-Singapore candidates on a single-status basis.
  • Insurance coverage will be provided.
  • Salary is open for discussion and will be commensurate with relevant experience.
  • For non-Singapore candidates, accommodation, tax, transportation, and personal expenses will be self-managed.
