Our client is actively seeking an experienced Project Manager to join their team!  This individual will work directly with the Engineering and Capital Projects Team, responsible for providing compliant and cost-effective management for station and terminal projects from concept to completion. This individual has the ability to sit from varying locations including Allentown, NYC/Northern Jersey,  and Philadelphia dependent on location. RCAP Contract Project Manager Position Description:

The Contract Project Manager role with our client’s Engineering and Capital Projects Team is responsible for providing safe, compliant, reliable, and cost-effective project management for pipeline, station, and terminal projects through the Initiation, Planning, Execution, and Completion phases of the project framework lifecycle. 
 
Responsibilities & Essential Functions include:
 
  • Terminal Projects. Directing the scoping, design, procurement, permitting, construction, inspection, documentation, and startup of terminal projects involving a variety of asset types – including marine structures, tanks, truck racks, vapor recovery systems, rail systems, additive systems, piping systems, electrical, instrumentation & control systems, fire protection systems, and others
  • Size of Projects: $250,000 - $10 million+
  • Project Initiating and Planning.  Working with Business Development and others to evaluate potential project opportunities. Develop project scopes of work, cost estimates, schedules, work plans, and resource requirements as part of the initiation and planning phases of the project life cycle.
  • Project Implementation. Manage implementation (project design, engineering, permitting, purchasing/contracting, construction, startup/commissioning, and closing) of projects in the petroleum industry. Plan and organize system and facility downtime, startup, and commissioning with Operations, Commercial, Transportation, the Control Center, and other Functional Departments. Evaluate and obtain approval of changes to project scopes of work, budgets, and/or schedules and completing all required documentation of changes. Communicate Project Status and Cost Forecasting reports to key stakeholders and leadership. Lead or facilitate meetings and ensure, as appropriate, that minutes are documented and distributed. Manage small to large projects with multiple technical disciplines. Manage and leads engineering service providers based on scope and drawing development / update needs. Provide SME input to the regional and corporate support staff.
  • Project Completion. Ensuring development of Construction and Operational Punch Lists and completion of all outstanding items and ensure completion of project documentation such as as-built drawings, operating manuals, PM’s, equipment JDE tagging, and device settings, etc. Leading project Management of Change (MOC) and Pre-Startup Safety Reviews (PSSR) efforts.   
  • And other duties as assigned.
 
Position Requirements:
  • Bachelor’s degree in engineering or construction management is preferred (or related technical discipline)
  • 7+ years of experience managing projects in the petro/chemical industry, including Consultant or Contractor EPC or Design/Build project management experience.
  • Experience and demonstrated aptitude in most phases of engineering, construction, and operations of oil and gas pipeline, station, and terminal facilities.
  • Anticipate 30% to 50% travel as required to successfully develop and execute projects.
  • Contract Position Specifics / Expectations
    • Location – Mid-Atlantic region, preferably based at client’s Allentown office or one of client’s existing New Jersey terminal locations
    • As needed, anticipate 40+ hours / week (minimum 24 hours per week)  
    • 6+ month assignment anticipated.
    • Client follows a hybrid office work policy with core office days (if not in the field) Tues – Thursday. Mon and Friday can be worked remotely or in the office.  
    • International travel to existing client’s facilities outside the US is possible.
 
Certificates & Licenses:
  • Valid Driver’s License is a must.
 
Other Skills, Attributes and Abilities:
  • Assist with development of special projects, as needed.
  • Ability to manage outside Engineering and Permitting firms.
  • To succeed in this position, one must be a self-starter and have excellent communication and analytical skills and the ability to interact with a wide variety of personnel and organizations.

Physical & Safety Requirements:
  • This role is regularly exposed to outside weather conditions.
  • This position requires the employee to regularly access and work at or around heights more than 5 feet, moving mechanical parts, moving on-track rail equipment, over and around open water, petroleum product or other chemical fumes, airborne particles like dust or other chemicals, vibration, uneven terrain, and high noise level in the work environment.
  • The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
  • This role continuously operates a computer and other office productivity equipment (i.e., a calculator, copy machine and computer printer).
  • The incumbent in this role must wear Fire Retardant Clothing (FRC) and/or Personal Protective Equipment (PPE).
  • While performing the duties of this job, the employee is regularly required to stand, walk, use hands to handle, or feel, reach with hands and arms, climb or balance and stoop, kneel, crouch or crawl.
  • This position requires the ability to work comfortably and safely in the proximity to open water.
  • This position is subject to DOT drug and alcohol regulations.
