POSITION SUMMARY
The Project Services Manager is a senior leadership role responsible for directing and integrating the project’s commercial, procurement, project controls, and document control functions for a major, long-duration mining development in Alaska. Reporting to the Project Director, this role serves as the Owner’s lead for project business execution, governance, and performance management.
The Project Services Manager provides day-to-day leadership to the Contracts Manager, Procurement Manager, Project Controls Lead, and Document Control Lead, ensuring alignment across cost, schedule, contracting, procurement, and information management. This role is critical to establishing disciplined project controls, supporting sound decision-making, and delivering transparent, reliable reporting throughout all phases of the project - from early works and development through execution and transition to operations.

KEY RESPONSIBILITIES:
- Provide direct leadership, direction, and performance management for the Contracts Manager, Procurement Manager, Project Controls Lead, and Document Control Lead.
- Build, lead, and resource an integrated Project Services team capable of scaling across project phases.
- Establish clear roles, priorities, and workflows across project services functions to ensure efficient execution and accountability.
- Own and maintain the project’s combined cost, schedule, and change management frameworks.
- Oversee development and maintenance of project control baselines, forecasts, and performance metrics.
- Ensure timely, accurate, and consistent project reporting to the Project Director, executive leadership, and joint venture partners.
- Lead identification, analysis, and communication of project risks, opportunities, and performance trends.
- Provide oversight of project budgets, cash flow forecasts, and long-range financial planning.
- Ensure alignment between approved budgets, commitments, accruals, forecasts, and change management processes.
- Support capital efficiency initiatives, contingency management, and financial impact assessments.
- Direct contract and procurement strategies in alignment with project objectives, cost and schedule baselines, and risk management plans.
- Oversee contract administration, commercial change management, and claims avoidance activities.
- Ensure procurement planning and execution support project schedules and approved financial plans.
- Ensure robust document control systems and processes are established and maintained across the project.
- Provide oversight to ensure project records, data, and documentation meet governance, regulatory, and audit requirements.
- Provide functional oversight and direction to EPCm and third-party service providers related to project services disciplines.
- Review, challenge, and approve EPCm deliverables associated with cost, schedule, reporting, and project controls.
- Ensure EPCm execution aligns with Owner governance standards and reporting expectations.
- Act as a key advisor to the Project Director on project performance, risks, and strategic decisions.
- Support stage-gate reviews, investment decisions, and executive-level briefings.
- Collaborate closely with other Project Director Team leaders to ensure alignment across technical, commercial, and operational functions.
QUALIFICATIONS:
- Bachelor’s degree in Business, Engineering, Construction Management, Finance, or a related discipline.
- Minimum of 15 years of experience supporting large capital projects ($500M+), preferably in mining, energy, or heavy industrial development.
- Demonstrated experience working on an Owner’s project team with responsibility for integrated project services functions.
- Strong expertise in project controls, cost management, scheduling, and change management.
- Proven experience leading contracts, procurement, and commercial functions on large projects.
- Ability to integrate financial, commercial, and execution data into clear, decision-ready insights.
- Experience overseeing EPCm contractors and managing owner-side governance frameworks.
- Proven ability to lead multidisciplinary teams and influence across organizational boundaries.
- Strong analytical, problem-solving, and decision-making capabilities.
- Excellent written and verbal communication skills, including experience presenting to senior leadership and external stakeholders.
- Serve as the project’s senior authority on project controls, commercial governance, and integrated project services, providing expert guidance to leadership and EPCm partners.
- Develop and continuously refine project services standards, methodologies, and best practices to ensure world‑class execution across all phases of the project lifecycle.
- Mentor and upskill internal team members and EPCm counterparts, strengthening organizational capability in cost management, scheduling, contracting, and project governance.
- Lead complex problem‑solving and scenario analysis, offering expert interpretation of cost, schedule, and commercial data to support high‑impact strategic decisions
- Represent the Owner’s project services function in audits, assurance reviews, and external stakeholder engagements, ensuring alignment with industry benchmarks and regulatory expectations.
