PTW Coordinator – Major Industrial Energy Project
Location: Maasvlakte, Rotterdam, The Netherlands

About the Role

We are seeking an experienced Permit to Work (PTW) Coordinator to support the delivery of a major industrial energy project in the Rotterdam port area to be joining the team in January 2027. Working as part of the site management team, you will coordinate the Permit to Work process, ensuring work activities are planned, authorised and executed safely while maintaining full compliance with project HSE procedures and industry standards.
This is a site-based role where you'll collaborate closely with contractors, construction teams, HSE professionals and project management throughout the construction and commissioning phases.

Key Responsibilities
  • Coordinate and manage the site's Permit to Work (PTW) process.
  • Review permit applications and verify all supporting technical documentation before approval.
  • Ensure required documentation, including RAMS, risk assessments and lifting plans, is complete and compliant.
  • Maintain accurate PTW records, registers and electronic tracking systems.
  • Participate in daily permit coordination meetings with contractors and project stakeholders.
  • Identify potential conflicts between concurrent work activities (SIMOPS) and support safe work planning.
  • Carry out regular site inspections, safety walks and PTW compliance audits.
  • Provide guidance to contractors and site personnel on PTW procedures and safe systems of work.
  • Support the safe close-out of permits and ensure documentation is properly archived.
  • Promote compliance with project HSE standards and applicable legislation throughout the project.
What We're Looking For
  • Demonstrated experience coordinating Permit to Work systems on large-scale industrial construction, energy, infrastructure or offshore projects.
  • Strong understanding of Safe Systems of Work and PTW processes.
  • Experience working with digital Permit to Work software and reporting systems.
  • Good knowledge of health, safety and environmental regulations within major project environments.
  • Ability to identify SIMOPS risks and coordinate multiple work fronts safely.
  • Strong organisational skills with excellent attention to detail.
  • Confident communicator who can effectively liaise with contractors, supervisors and project teams.
  • Comfortable working in a fast-paced construction environment and conducting regular site inspections.
Requirements
  • Experience issuing, reviewing and controlling Permit to Work documentation on complex construction projects.
  • Experience working within multidisciplinary project teams.
  • Good command of both Dutch and English.
  • A recognised HSE qualification (such as VCA or equivalent) is highly desirable.
  • Engineering or additional safety qualifications are considered an advantage.
